THE POSITION
The City of Ventura is hiring a Chief Technology Officer. The City is looking for an information technology leader who will lead the City's efforts in delivering IT solutions to improve the way business is done.
WHAT YOU'LL DO
This position will lead a team of dedicated IT professionals who provide industry-leading service to meet customer and project demands. The Chief Technology Officer (CTO) is a member of the Executive Team and works at the pleasure of the City Manager. The CTO is responsible for the general daily operations of the Information Technology Department and the management of the department budget with support from the Assistant CTO.
The Chief Technology Officer must have strong leadership skills and be able to lead the team to create a positive, efficient, and productive culture. They must be dedicated to working collaboratively with the other 10 City departments to keep the City current and future thinking. Communication skills are essential to this position. As the head of the City's IT Department, the successful candidate will need to have excellent customer service skills to communicate clearly and effectively with all staff and elected officials.
The Chief Technology Officer will be a key player involved with the ongoing implementation of the Enterprise Resource Planning system, a project (approximately $7 mil) to upgrade the City's financial, purchasing, payroll, and human resources systems. The CTO and the IT Department are responsible for working through the transition with Finance, Human Resources, and other City departments and with the ongoing training and maintenance of the new system. Experience with the implementation process and transition to new software systems is desired.
WHO YOU ARE
The ideal candidate must be able to create, express, and promote a "vision" and strategic direction for Information Technology; have advanced knowledge of the principles of cyber security; manage the assessment and selection of information systems, including development and analyzing vendor's proposals, selecting best alternatives, and negotiating and administering contracts; and strategically manage multiple projects, tasks, and priorities of the team to achieve desired goals.
As the leader of the IT Department, the ideal candidate will be a dynamic leader with the ability to motivate, inspire, supervise, develop, and evaluate staff. As a Department Director, the ideal candidate must have the ability to communicate with staff, vendors, the executive team, the City Manager, and the City Council effectively both in writing and in public presentations; exercise sound, expert, and independent judgment within general policy guidelines; and exercise tact and diplomacy in dealing with sensitive and complex issues.

POSITION QUALIFICATIONS
WHAT DOES IT TAKE TO QUALIFY
The position requires a combination of education, experience, and training equivalent to a bachelor's degree in management information systems, computer science, business administration, public administration, or a closely related field, and six years of increasingly responsible professional Information Technology management experience, including two years of supervisory responsibility. Experience in a governmental setting and possession of a master's degree are preferred.
License: Possession of, or ability to obtain, a valid California driver's license.

Employment Information:
Right to Work: Before employment, candidates must submit documentation verifying legal right to work in the United States.
Background Check: A pre-employment verification of background, references, and medical examination will be conducted. A drug screening may be required for some positions.
Probationary Period: This is an 'At Will' position, subject to discharge without notice or right of appeal.
Deferred Compensation: $1,000 per year will be matched in a 457 Plan. The City contributes an additional $2,245 per year for Department Heads.
Medical/Dental Insurance: Up to $665 monthly towards a selection of plans. Medical and dental insurance is effective the first of the second month after date of hire.
Optional Benefits Plan: $549 monthly, which may be applied to medical insurance premiums. Cash-out option is not available.
Vision Insurance: City paid coverage for employees and their dependents. Vision insurance is effective the first of the second month after date of hire.
Life Insurance: City paid term life insurance equal to the employee's annual salary, and dependent life insurance of $2,000 per dependent.
Disability Insurance: City paid short and long-term disability coverage.
Retirement:
Tier I - 2% @ 55/Single Highest Year of Compensation for Classic CalPERS members who worked for the City prior to December 31, 2012 and are returning to City employment. Employees make a 7% member contribution, and may be subject to compensation limits per Section 401(a)(17) of the IRC.
Tier II - 2% @ 60/3-Year Final Compensation Period for Classic CalPERS members with less than a six-month break in service from another CalPERS or CalPERS'-reciprocal agency. Employees make a 7% member contribution, and may be subject to compensation limits per Section 401(a)(17) of the IRC.
Tier III - 2% at 62/3-Year Final Compensation Period for New CalPERS members. Employees make a 6.25% member contribution, and are subject to compensation limits per Government Code Section 7522.10. Additional details regarding the City's retirement plan will be provided to candidates during the job offer process.
Social Security: CalPERS members do not participate in Social Security retirement so there is no payroll deduction. Receiving a CalPERS benefit may affect your Social Security upon retirement. For further information contact a Social Security office or
Medicare: Employees participate only in the Medicare portion of Social Security. There is a 1.45% payroll deduction for this benefit.
Vacation: 3 weeks per year, increasing to 4 weeks after 5 years of service, for Managers. Department Heads receive 4 weeks.
Holidays: 12 paid holidays per year.
Winter Holiday Break:18 hours of Winter Holiday time. City Hall closure December 25th to January 1st.
Administrative Leave: 10 days per year.
Sick Leave: 96-hour-bank upon employment and additional accruals of 2 hours semi-monthly after 6 months of employment.
Annual Physical Examination: City-paid annual physical examination.
Auto allowance: $380 per month for Department Heads.
Tuition Reimbursement: $2,500 per fiscal year for tuition and books for courses taken at accredited institution.
