Chief People Officer

JOB SUMMARY:

The Chief People Officer (CPO) will serve as the head of the Human Resources department and a key member of the Opportunities, Inc. leadership team. The CPO will report to the Chief Executive Officer and will plan, lead, direct, develop, and coordinate all activities of the Human Resources department, ensuring legal compliance and implementation of the organization’s mission and talent strategy. The role will also focus on ensuring that Opportunities, Inc.’s policies and procedures are updated and in compliance with all applicable employment laws. Additionally, this position will work closely with other department heads to ensure that processes are coordinated and streamlined and that polices reflect compliance with associated funding agencies. The Chief People Officer must possess a good understanding of Opportunities, Inc.’s mission and must be able to communicate that mission to all internal and external partners.

ESSENTIAL FUNCTIONS:

  • Administers and oversees the daily functions of the Human Resources department to include administration, legal compliance, policy/procedure development and enforcement, benefits and compensation, performance and talent management; disciplinary process, staff recognition and morale; health and safety; and training & development.
  • Works closely with the Chief Executive Officer, Chief Operating Officer, Chief Financial Officer and Director of Training and Quality Assurance to ensure that all Directors, Managers and Supervisors follow agency policies during recruitment, discipline, and performance evaluation of all staff; provides day-to-day performance management guidance to include coaching, counseling, career development, and disciplinary actions.
  • Collaborates with senior leadership to understand and define the organization’s long-term mission and goals; identifies and develops strategies to support this mission through talent management and culture development.
  • Develops and supports agency’s strategy on recruitment, hiring, and retention to ensure efficiency and quality of hires.
  • Works with internal managers to understand staffing and recruiting needs; identifies talent development and training needs of the organization to execute best practices for hiring and talent management.
  • Cultivates a supportive and inclusive work environment that promotes job happiness and overall wellness for all staff.
  • Promotes Inclusion, Diversity, Equity, and Accessibility in all interactions with internal and external stakeholders and partners.
  • Manages agency personnel policies and procedures including the creation, revision, training, monitoring, and quality assurance measures.
  • Monitors and ensures the organization’s compliance with federal, state, and local employment laws and regulations; reviews and modifies policies and practices to maintain compliance; enforces adherence to requirements and advises leadership on needed actions.
  • Performs internal HR audits for compliance
  • Ensures that Program policies and procedures are in compliance with all state regulations and employment laws; remains current with all aspects of DDA funded services and participates in external meetings related to services provided through Opportunities, Inc.
  • Works with the Leadership team in the selection of all vendor contracts and works to ensure that all aspects of business administration are in place.
  • Assists in facilitating strategic planning initiatives; researches, develops, recommends, and executes creative strategies to foster the organizations goals
  • Participates in the process of budget development; assists the leadership team with managing the organization’s assets and liabilities, setting financial goals for the agency.
  • Directs company-wide benefits program to include collaboration with Leadership in reviewing existing benefits options, determining corporate benefits strategy and offerings, managing broker and vendor relationships, negotiating benefit costs to achieve the best alternative for the company, and managing corporate benefits communications and open enrollment.
  • Leads and serves as an effective resource for employees to ensure clear communication and alignment to company employee relations goals and initiatives; provides employee guidance to all staff related to employment questions or concerns.
  • Serves as a trusted, confidential advisor to senior leadership; participates in Board meetings and provides information regarding the organization’s challenges, successes, and other pertinent information.
  • Implements and manages all aspects of the organization’s Human Resources Information System (HRIS), ensuring that all staff are able to use the HRIS for all needed purposes including but not limited to timekeeping, onboarding, evaluations, payroll, etc.
  • Assists with oversight of facilities management for all sites, ensuring that all inspections are completed as necessary, and all building needs are addressed in a timely manner.
  • Works with Leadership team to design and implement rewards program for employees.
  • Collaborates with departments to ensure that annual performance evaluations are completed for all employees.
  • Supervises all staff within the Human Resources Department and provides feedback on efficiencies.
  • Other duties, related to oversight of the organization and program implementation, as assigned.

  • Demonstrated organizational leadership and decision-making capability at a senior management level in a collaborative manner; Ability to achieve goals and align interests through cooperation and collaboration with cross-functional teams.
  • Proficient in Microsoft Office suite

QUALIFICATIONS:

  • Bachelor’s degree in Human Resources, Organizational Psychology, or related field required; Master’s degree preferred
  • Minimum 5-7 years of applicable HR experience, including a minimum of 3-5 years of supervisory experience, and demonstrated experience leading HR department(s) through strategic and transactional change
  • SHRM- CP or SHRM-SCP
  • Prior experience working with a DDA funded service provider strongly preferred
  • Demonstrated experience leading HR department(s) through strategic and transactional change
