Duties:
The Chief Financial Officer shall perform such duties as delineated within the applicable statutes, administrative regulations and rules and procedures as established by the Department of Community Affairs, and Local Finance Board. In addition, the Chief Financial Officer shall perform the following duties:
Assist the Mayor and Township Business Administrator in the preparation of and supervision of the administration of the municipal operating and capital budget for submission to Township Council.
Establish and uniformly enforce a system of accounts and controls for municipal financial operations of the Township.
Using statistical, demographics and economic data, prepare long-range financial projections of expenditures, need for capital projects and facilities, need for particular services and other long-range financial and service needs projections for the information of the Township Council, Mayor and Administrator.
Prepare and prescribe uniform forms and procedures for the budget preparation and payment processes for all departments and other appropriate spending agencies of the Township.
Have custody of all Township funds and maintain all records of disbursements of the Township.
Prepare all documents and make recommendations to the Township Council as to all transfer and emergency appropriations and prepare all necessary capital budget appropriation documents under the supervision of Township bond counsel.
Serve on the Township collective-bargaining negotiation team as fiscal advisor.
Establish and supervise a program of contract cost administration for the purchase of goods and services.
Develop and install records and procedures to enable each department to prepare workload and performance reports, expressed in appropriate work units, to be used for budgeting purposes.
Evaluate and make recommendations, from a budgetary viewpoint, of various municipal programs and administer budgetary controls as to all financial assistance received by the Township.
Maintain and enforce a system of budget control and cost analysis for budgetary items and, in this regard, conduct inquiries on behalf of the Township and report to the Township Council as to fiscal irregularities.
Conduct a continuing performance audit for municipal operations for determining quality of work and devising improvements in efficiency and economy.
Invest all available Township of Toms River funds in order to obtain the highest possible return thereon.
Qualifications:
Successful candidate must have strong analytical skills to provide leadership in all financial dealings within the Township.
Direct experience in municipal budget and fiscal issues; capital, utility and open space budgets; investments and payroll; supervisory experience and a familiarity with Edmunds financial software and Microsoft Office products.
State of NJ Municipal Finance Officer certification required with a minimum of 5 years work experience as a CMFO for a municipality of similar size.
