POSITION PURPOSE
Responsible for directing, coordinating, maintaining, and controlling an accounting system that properly reflects the financial position of the Credit Union. Monitors department policies and procedures and recommends improvements. Functions as a member of the Senior Management Team and ALM Committee, participates in establishing and implementing major goals and objectives of the Credit Union, and serves as a resource in all aspects of accounting. Oversees budgeting, general ledger, accounts payable and receivable, asset and liability management, capital expenditures, and the investment of Credit Union assets. Ensures the accurate internal and external recording and reporting of financial transactions to state and federal regulatory agencies. Ensures that accounting activities are in compliance with established legal, regulatory, and Credit Union procedures. Assigns, directs, and appraises Accounting and Security & Logistics staff.
ESSENTIAL FUNCTIONS AND BASIC DUTIES
Assumes responsibility for the development and implementation of effective accounting strategies, policies, and procedures.
  • Assists Senior Management in developing short and long-run goals and financial objectives for the Credit Union.
  • Develops and implements operational plans, policies, and procedures which further Credit Union objectives.
  • Continually evaluates established policies and procedures and updates or modifies them as necessary. Ensures that policies are in accordance with evolving regulations, legal requirements, and industry trends.
  • Supervises the development and implementation of financial information and control systems, including general ledger, budgeting, cost allocation, mortgage accounting, and other subsystems.
  • Periodically reviews management's information needs and modifies the reporting systems as needed.

Assumes responsibility for effectively managing Credit Union risk.
  • Working with the ALM Committee, establishes appropriate goals and objectives for various risk categories including credit volume, interest rates, liquidity levels, and pricing structures.
  • Identifies and measures the effect of related risk factors on the Credit Union including ensuring asset liability programs and reports are properly maintained and appropriate forecasting and reporting is being performed.
  • Ensures the implementation of strategies, policies, and procedures to protect Credit Union assets.
  • Primary responsibility for evaluating and managing the Credit Union investment portfolio to work in conjunction with overall balance sheet management.
  • Assists Senior Management in evaluating and determining risk levels.

Assumes responsibility for the management of all purchasing, logistics, and property management.
  • Oversees the activities of the Director of Security & Logistics to ensure all properties are adequately maintained.
  • Ensures that purchasing activity is properly documented and approved and that related payments are made in a timely manner.
  • Works with Facilities Manager to coordinate distribution of supplies, mail and internal correspondence.

Assumes responsibility for the effective preparation, maintenance, and reporting of internal and external financial records and analyses.
  • Oversees development and preparation of daily, monthly, annual, and other periodic financial statements and reports. Ensures that accounts and reports provide responsibility centers with adequate operating and financial data.
  • Ensures that records and reports are in accordance with generally accepted accounting principles and government regulations.
  • Ensures that external document submissions and filings are accurate and timely.
  • In conjunction with the Internal Auditor, coordinates audits of financial records and statements.
  • Oversees the preparation of budgets. Assists in establishing operation budgets for each responsibility center.
  • Performs and oversees special studies for management, such as cost analyses, ratio and trend analyses, and other comparative examinations. Detects and analyzes trends in financial data.
  • Prepares reports and analyses of departmental and branch operations and performance.

Assumes responsibility for establishing and maintaining effective communication and coordination with Credit Union personnel and management.
  • Aids and advises branch and department managers in handling accounting entries and reports and various comparative analyses.
  • Coordinates functions with other departments. Interfaces with Information Technology in the development and implementation of efficient accounting procedures consistent with new information services applications.
  • Assists and supports Credit Union personnel. Responds to questions and information needs.
  • Keeps management informed of area activities and of any significant problems.
  • Attends and participates in meetings, trainings, and serves on committees as required.

Effectively supervises department staff, ensuring optimal performance.
  • Provides leadership to department personnel through effective objective setting, delegation, and communication. Conducts regular staff meetings.
  • Selects and trains personnel. Analyzes training needs and develops programs to meet them.
  • Conducts performance appraisals as required. Formulates and implements corrective actions as needed. Coaches and mentors staff.
  • Directs, schedules, and coordinates department functions.
  • Provides support and assistance to department personnel as needed.
  • Develops and nurtures a philosophy focusing on honest, open communication, individual productivity, and strong member orientation.
  • Encourages staff to generate ideas to improve service, reduce operating expenses, and increase sales.
  • Provides support to management to ensure the mission, vision, and values of the Credit Union are met.
  • Provides day-to-day oversight responsibility for ensuring compliance with regulatory laws as they related to functions within their departments to include Bank Secrecy Act compliance.

Assumes responsibility for establishing and maintaining effective business relations with vendors, outside auditors and regulators, and with professional trade groups.
  • Serves as a liaison between the Credit Union and external auditors and state and federal regulatory authorities.
  • Represents the Credit Union with various trade professionals and groups.
  • Ensures that the Credit Union's professional reputation is maintained. Ensures that appropriate levels of confidentiality are maintained.
  • Participates in community and civic events to promote awareness of the Credit Union in the community

Assumes responsibility for related duties as required or assigned.
  • Stays informed of trends and changes in the accounting, finance, risk management & compliance, secondary markets, and tax fields.
  • Completes special accounting projects as assigned.
  • Ensures that department work area is clean, secure, and well maintained.

PERFORMANCE MEASUREMENTS
  • Financial and accounting statements, records, and reports are accurate and timely. Management is provided with useful and informative reports and data. The Credit Union's financial position is accurately conveyed.
  • The Credit Union's financial performance meets or exceeds established goals.
  • Appropriate department policies and procedures are developed and updated as needed.
  • Department functions are conducted in accordance with established principles, standards, and legal requirements.
  • Credit Union assets are safeguarded and preserved.
  • Department personnel maintain an effective and efficient workflow.
  • Positive business relations exist with business contacts, auditors, government officials, and trade professionals.
  • Good coordination and effective working relations exist with other departments. Assistance is provided as needed.

MENTAL ACTIVITIES AND REQUIREMENTS OF THIS POSITION
Reasoning Ability:

Mathematics Ability:
  • Ability to use advanced algebra, exponents, logarithms, linear equations, quadratic equations, mathematical induction and binomial theorem, permutations, calculus, and/or analytic geometry.
  • Able to perform basic statistical calculations including frequency distributions, reliability and validity of tests, normal curve, analysis of variance, correlation techniques, chi-square application and sampling theory and factor analysis.

Required Experience
Education/Certification:
  • Bachelor's degree in Accounting or Finance. Advanced degree (MBA) and/or CPA are strongly preferred.

Required Knowledge:
  • Thorough knowledge of financial and accounting practices and procedures.
  • Understanding of governmental regulations and reporting requirements.
  • Familiarity with related auditing and information services functions.
  • Understanding of Credit Union operations and information needs.
  • Experience with Symitar (Episys) and asset liability software preferred.

Experience Required:
  • Eight to ten years of related progressive experience, preferably in a financial environment.
  • Significant supervisory experience required.
