Chief Financial Officer (CFO)

Dr. Arenia C. Mallory Community Health Center, Inc. (Mallory CHC) is actively recruiting for the Chief Financial Officer (CFO) position within our organization. The Chief Financial Officer (CFO) is a team member of Mallory CHC administrative staff. The CFO will provide financial support services to Mallory CHC, the Board of Directors, CEO, Board Committee and Management Staff. The Chief Financial Officer works closely with independent auditors and acts as a liaison between the auditors, CEO, and the Board of Directors. Responsible for maintaining accurate accounting records, financial reporting, and compliance with state and federal laws and regulations. Responsible for developing, maintaining and/or supervising all financial related activities including purchasing, property management, cash disbursements and receipts, accounts receivable and financial statements; prepare federal and other grant budgets and financial status reports; maintain statistical systems; oversee the Financial Management Systems.

Education and/or Work Experience Requirements:

  • Graduation from an accredited college or university with a Master's degree in Business Administration, Accounting, or related discipline OR a baccalaureate degree with four years' experience in accounting or related field.
  • Must have a minimum of 4 years' experience in financial management including planning, directing and controlling financial resources
  • Must have general ledger accounting and fund accounting experience
  • Experience with the reporting and operating requirements of primary care programs funded by Bureau of Primary Health Care.
  • Working knowledge of Total Quality Management concepts, statistical tools, and continuous quality improvement techniques

Certifications/Licenses:

Certified Public Accountant Licensure (CPA) preferred

Essential Duties and Responsibilities:

Fiscal Management

  • Responsible for all financial activity utilizing budget, internal control, reporting and audit tools.
  • Responsible for development and administering organization's financial policies and procedures.
  • Develop and monitor the annual operating budget, initiating revisions as required.
  • Responsible for month and annual-close processes, including reconciliation of practice management system activity to the general ledger.
  • Responsible for annual financial audits including correspondence with external auditors and State/Federal agencies.
  • Responsible for internal control practices and written procedures.
  • Maintain and monitor capital budgets.
  • Fiduciary and signature authority for cash and investment accounts.
  • Review and approve capital expenditure requests, ensuring compliance with policy.
  • Review and approve vendor, agency and insurance contracts.
  • Responsible for administration of the 403(b) plan.
  • Maintain minutes for 403(b) meetings and maintain master files of Plan documents.
  • Assist Human Resources in review and revision of benefit plans, compensation structure and staffing levels.
  • Monitor patient accounts receivable monthly to ascertain effectiveness of practice management system workflow.
  • Maintain and update charge schedules annually.
  • Review lines of business quarterly to determine solvency.
  • Monitor costs for savings opportunities.
  • Prepare cash and budget forecasts routinely.

Grants and Federal Reporting

  • Prepare and present the annual federal grant budget to Executive leadership and Board of Directors.
  • Submit the federal grant budget and supporting schedules per agency requirements.
  • Maintain master grant files with supporting documentation, agency correspondence and award notifications.
  • Prepare and submit quarterly and/or annual financial reports as required by the grantor, including the Federal Financial Report (FFR) and financial and federal audit reports.
  • Maintain working knowledge of OMB Circular A-133 Compliance requirements.
  • Responsible for the annual completion of the Uniform Data System (UDS) report and submitting electronically via the EHB.
  • Communicate with the UDS Editor regarding variances or anomalies in the reported data and executing revisions as required for finalization of the report.
  • Prepare budget information for additional grant opportunities and assists in application and management of awarded funds.

Other Accounting Responsibilities

  • Working knowledge of Federal and State fiscal regulations, including cost report, coding and reimbursement requirements of major payors.
  • Responsible for filing of annual Medicare Cost Report filing.
  • Responsible for monitoring of the Medicaid Cost Report filing.
  • Review of financial ratios for compliance to Business Plan.
  • Financial system administration and security.
  • Responsible for the sliding fee program including review of internal audit findings and educating staff on program requirements.
  • Withdrawal weekly federal funding from the Payment Management System.

Board of Directors Relationship and Responsibilities

  • Hold monthly meetings with the Board Finance Committee.
  • Review detail of monthly financial activity and financial statement with the Board Finance Committee.
  • Present monthly financial statements, federal and operating budgets, audits and 990 for review and acceptance/approval by the Board.
  • Present fiscal policies to the Board for review and approval.

Human Resources Duties and Responsibilities

  • Participate in the development of recruitment and retention strategies.
  • Effectively supervise employees.
  • Participate in interviewing and candidate selection process.
  • Develop and coordinate new employee orientation and on boarding program within the department.
  • Create and track training program within the department.
  • Maintain documentation and follow corrective action process.
  • Complete performance appraisal process per established policies.

Strategic Planning Duties and Responsibilities

  • Develop and maintain departmental scorecard.
  • Continually strives to meet strategic goals.
  • Communicate strategic imperatives to staff regularly at staff meetings.
  • Budgeting duties and responsibilities.
  • Develop annual operating budget.
  • Effectively manage expenses for the department.
  • Effectively manage staffing to budgeted FTEs.

Leadership Duties and Responsibilities

  • Actively participate in Executive Team.
  • Assure staff is aware of strategic imperatives, organization goals, mission, vision and current projects.
  • Active participant in community.
  • Communicate effectively with patients and all levels of the organization in a professional and timely manner.
  • Develop and maintain policies and procedures as appropriate to role.
  • Seek out educational opportunities, stay current with trends and implement appropriate changes within area of responsibility.

Quality Improvement Duties and Responsibilities

  • Utilize the Plan, Do, Check, Act (PDCA) cycle.
  • Review, investigate and respond to complaints within the allowed time frame.
  • Review, investigate and respond to unusual events within the allowed time frame.

Other

  • Perform other necessary duties as required by the Community Health Center to meet the goals of providing primary health care.

Job Type: Full-Time/12 months

Salary Range: Negotiable Commensurate with experience and qualifications
