CHIEF FINANCIAL OFFICER Description of PositionThe Chief Financial Officer is responsible for development, preparation, and management of the annual district operating budget; the development of monitoring of a school-based budgeting system, and the development of budgetary policies and procedures.Area of ResponsibilityDuties include but not limited to the following:Supervise and manage all financial affairs of the districtCareer and Technical Program Contact PersonMonitor the budget and advise the Superintendent and Board of budget status, including potential fiscal problemsMaintain cash flow and investment of fundsAnnually forecast operating revenues to be received from the State, Federal Government, local sources, and governing bodiesAdminister a budget control system for district Project funding needs of the districtAttend monthly Board meetings and submit needed reportsParticipate in policy development in financially related areasAssist local school principals and directors in budget developmentCoordinate accounting/bookkeeping systems development and installationMonitor and account for fixed assetsComplete and submit state and federal reportsPrepare and present amendments to budget to the Superintendent/Board as neededPrepare contracts and Notification of Employment for employees Supervises and maintains job applicant filesSupervises the personnel task associated with the application process including reference checks, advertisements and other activities prescribed by the district policy manual.Provide information and service to IRS, auditors ,PERS, and insurance carriersMaintaining close contact with all departments and schools with personnel needsPlan open enrollment and new hire orientationPrepare and plan recruitment/job fairAssist with MSIS Personnel Release budget information as authorizedPrepare and present (in consultation with Superintendent) budget for approvalOversees compliance of budget to federal, state, and local budgetary and reporting deadlinesPrepare and present to the Superintendent the amount of tax dollars needed to operate the fiscal budgetEnter employee employment information in the demographic and job screens after all parties approvalCoordinate the federal grants budgetingApprove all federal request for fundsMonitors the financial position of the school division based on enrollment and other dataWorks with the school board regarding capital funding for school construction, bond sales, and other funding methodsAdministers the school's property and liability insurance policies and coordinates administration of risk management activities Collaborates with Federal Program Director, Special Education Director on preparation of federal applications.Maintain requirements for certification as School Financial OfficerResearch legal and educational implications of purchasesMaintain vendor file on all paid invoices by fiscal yearEvaluate personnel performance in accordance with district policyIs punctual for work, meetings, conferences, and appointments Supervisory/Program AreasAccounts PayableAccounts Receivable Human Resources/PersonnelPayrollFixed AssetsSBAC ProgramChild Nutrition QualificationsExtensive background in all areas of school financeThorough knowledge of state fundingSuccessful completion of School Financial Officer certificate from MDESuch other qualifications as may be set by the SuperintendentAccounting degree preferred or at least 18 hrs of college-level accounting courses Reports to theSuperintendentTerm of Employment12 monthsAberdeen School District is an Equal Opportunity/Affirmative Action/Title IX Employer and Tobacco/Drug/Gun Free Work Place
