JOB ANNOUNCEMENT

 

 

 

Position Title: Chief Financial Officer

GENERAL POSITION DESCRIPTION

 

Under the supervision of the Tribal Business Council. Responsible for the maintenance and operation of a fiscal management system that meets U.S. Government and California State standards. Also responsible for financial planning, budget forecasts, projections, and strategic planning. Supervise the training of mid-level and lower-level staff in the bookkeeping process of. accounts receivable, accounts payable, and the accounting General ledger. With the assistance of the Billing Supervisor, you will be responsible for the overall operation of the billing department, which includes oversight of the billing staff. Responsible for compliance with Federal and State programs that are applicable and necessary to the operation of billing.

 

 

 

 

QUALIFICATIONS

 

a. Be twenty-one (21) years of age or older.

b. A current California Driver's License or California Identification

c. Master’s degree preferred.

d. Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures, and governmental regulations.

e. Reliable employment history and references verifying performance at a level acceptable to the interviewing board.

f. Five years of direct knowledge and experience.

g. Ability to pass a pre-employment drug screen and criminal background check / fingerprinting in accordance with all applicable laws regarding the nature of the employment.

h. Ability to add, subtract, multiply, and divide all units of measure using whole numbers, common fractions, and decimals.

i. Must demonstrate prior knowledge and experience working with government grant representatives and agencies.

j. Ability to effectively communicate in English both written and verbal.

k. Maintain a professional image in appearance and hygiene.

l. Requires discretion, confidentiality, resourcefulness, and good judgment in handling function of a sensitive nature.

 

 

 

 

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

 

1. Fiscal Duties

 

a. Manage the Fiscal department and the Billing Departments with the assistance of the Fiscal Manager and Billing Supervisor.

b. Manage fiscal operations and financial administration of Tribe contracts and grants in accordance with Tribal and funding source policies and procedures.

c. Provide a written budget analysis to the Tribal Council on a quarterly basis.

d. Provide financial reports to all funding sources or other appropriate resource organizations or reporting authorities on a timely basis and within deadlines.

e. Develop an annual budget of the combined Tribe programs and submit quarterly and annual reports (example forms are SF 425).

f. Assist Program Staff in development of budgets for contract proposals.

g. Supervise sub-contracts and service agreements for financial projects.

h. Final review and approval of all Tribe expenditures.

i. Maintain fiscal accountability and supervise the maintenance and accuracy of all accounting records and monthly reconciliations used in the financial operation of the Tribe that can be audited under the regulations of A-133 Single Audit Process.

j. Use good time management, organizational, and prioritization skills to balance direct customer service responsibilities with clerical/in-office support duties.

k. Attend training when appropriate and when authorized by the Tribal Council. Coordinate travel arrangements, airline tickets, and reservations as approved by Tribal Council.

l. Oversee the monthly closing and financial reports.

m. Review daily data entry for proper coding of fund codes, general ledger codes, and site codes.

n. Review all correspondence from all grants.

o. Review payroll to ensure proper coding.

p. Extract data and prepare quarterly cost reports of all funds.

q. Reconcile bank statements and cash in each fund/grant.

r. Monitor each fund/grant to ensure proper drawdowns are prepared, authorized, and received.

s. Monitor and review all deposits to determine fund/grant.

t. Enter into general ledger all automatic deposits with the determination of general ledger code and fund code.

u. Reconcile all liability accounts for proper accruals and payments.

v. Reconcile all payroll accrual accounts for proper coding and payment.

w. Prepare and present financial plan and budget tying to fund/grant for Rancheria's fiscal year and all funds/grants' fiscal years.

x. Prepare and reconcile workers’ compensation payments.

y. Work with contacts at all funding sources to be familiar with proper documentation and reporting requirements.

z. Research and prepare requests for proposals. applications, etc. for each fund/grant.

aa. Be able to extract information from Micro Information Products (MW) accounting program to answer questions from funding sources, council, auditors, or others making inquiries.

bb. Work with auditor to balance each fund/grant.

cc. Be proficient with MIP to enter data and extract data. and set up meaningful reports.

dd. Extract data prepare annual UDS report by. February 15' each year.

ee. Extract data from each fund/grant and payroll records from MIP to prepare Medicare cost report by May 31 each year.

ff. Extract data from each fund/grant and payroll to prepare quarterly federal and state payroll tax reports.

gg. Extract data from each fund/grant to prepare the indirect cost proposed by July 1st each year.

hh. Monitor and ensure all employee insurance plans are kept up to date and charged to proper fund/grant.

 

ii. Document and file all transactions, correspondence, modifications, or other information related to funds/grants within each fund/grant binder.

jj. Recognize with limited information the proper coding for general ledger, fund, site, and department.

kk. Agree to not directly or indirectly disclose any trade secrets or use them in any way either during the term of employment or at any time thereafter except as required in the course of my employment with the company.

ll. Other duties as assigned.

 

2. Customer Service Duties

 

a. Professionally and in a customer-focused manner, disseminate program information as appropriate.

b. Answer and direct calls using a multi-line telephone system in a fast-paced office setting where friendly, timely and professional attitudes are essential.

c. Provide input, initiate. and embrace changes that will continually improve the operation of the Greenville Rancheria and assist the Tribal Council and Tribal Membership in growth, efficiency, and prosperity.

d. Able to understand, have knowledge and awareness of, be sensitive to and communicate with the Native American community to be served.

e. Maintain a high level of patient/employee confidentiality.

Salary: Pay Range: D.O.E. Paid Bi-Weekly
