Description:

The Chief Executive Officer (CEO) will be responsible for the overall performance of Vancouver Bulk Terminal (VBT) including financial results, strategic growth, operational performance, stakeholder management, and community outreach.


The CEO will lead strategic projects, terminal investments, commercial agreements, and terminal operations. This position liaises between Vancouver Bulk Terminal, its customers, and key stakeholders. The CEO works with the terminal Director of Operations to oversee the operations team, productivity, costs, revenue creation, and customer retention. The CEO ensures customer requirements are met, including requests for work methods and procedures as well as ensures staff operates in a productive, safe, and healthy manner. CEO ensures cargo is loaded on time, in a specified sequence, in accordance with shipping instructions, industry standards, and in compliance with federal, state, and local safety and environmental rules and regulations. CEO coordinates internal and external resources to ensure that terminal projects adhere to scope, schedule, and budget.

The position will implement corporate values, priorities, policies, and procedures from both shareholders. The position will safeguard the reputation, employees, and assets of the company.

Primary Responsibilities

  • Oversees day-to-day safe operations of ship and cargo movement and have open communication with Metro Director of Operations to ensure seconded employees are meeting VBT’s expectations and performing work to standards.
  • Ensures performance, productivity, and profitability of the facility is in line with VBT objectives.
  • Oversees all aspects of day-to-day operations at terminals, including:
  • Ensures Ops Managers lead vessel and rail operations by exercising independent judgment and discretion to manage/supervise the daily work assignments
  • Reviewing ship list ETA
  • Coordinating vessel operations with terminal
  • Independently adjusting daily work plan on a shift-by-shift basis
  • Providing the vessel agent with a projected work schedule in conjunction with the customer
  • Communicates closely with the VBT Board of Directors and its Operating Committee regarding operational priorities.
  • Establishes and maintains relationships with relevant client stakeholders, providing day-to-day contact on project status and changes.
  • Ensures the long-term financial and competitive stability of the Port through smart investment decisions, long-range strategic planning and effective goal-setting and accountability.
  • Attracts and develops successful large-scale capital projects (terminal development, land acquisition, environmental reclamations).
  • Continues to develop and implement a strategic plan to advance the Company vision, mission and goals and execute that strategic direction internally and externally.
  • Develops monthly reports, forecasts and budgets for VBT’s Board of Directors.
  • Proactively engages customers, port staff, government agencies, brokers, and agents regarding regulations, service satisfaction, vessel operations, contractual needs, and other relevant matters as the situation requires.
  • Leads projects from requirements definition through deployment, identifying schedules, scopes, budget estimations, and implementation plans, including risk mitigation.
  • Coordinates internal and external resources to ensure that projects adhere to scope, schedule, and budget.
  • Analyzes project status and, when necessary, revise the scope, schedule, or budget to ensure that project requirements can be met.
  • Ensures adherence to environmental compliance rules, processes & regulations.
  • Establishes and implements local policies, practices, short- and long-term goals, and operating procedures, as necessary, to meet organizational objectives.
  • Acts as liaison to port officials and other applicable local and federal agencies and organizations.
  • Monitors, evaluates, and communicates local market conditions, opportunities, and constraints.
  • Ensures adherence to port and all regulatory reporting requirements, as applicable.
  • Takes ownership of local safety program and works closely with Metro Ports’ Health, Safety, & Environmental team, Director of Operations and Neltume Ports Operational Excellence team to identify areas for continuous improvement.
  • Ensures all applicable corporate communications are effectively, efficiently, and timely disseminated.
  • Continuously evaluates local procedures for improvements.
  • Leads, manages, guides, and directs daily priorities and projects.
  • Promotes a positive image through communication with local communities.
  • Empowers the team and encourages organizational development.
  • Negotiation skills, political acuity, excellent client/customer relations skills and exceptional public engagement skills.
  • Ability to work collaboratively with a Board of Directors, elected and appointed leaders of other Ports, federal and state officials, leaders of regulatory agencies and citizen groups.
  • Ability to achieve public policy outcomes consistent with the Port’s mission.
  • Approves purchase orders, supply requisitions, and invoices within the established scope of authority.

  • Works with consultants and vendors.
  • Attend VBT Board Meetings
  • Sign and deliver in the name of VBT any deeds, leases, mortgages, bonds, contracts, or other instruments pertaining to the business of the Company.
  • Participates in industry functions, attending meetings.
  • Regular, predictable, and reliable attendance.
  • May work weekends and holidays.

To have a basic mechanical understanding of the parts and components of the conveyor systems, i.e., conveyor speeds, belt scrapers, belt rollers position, size, type, pulleys, motor sizes, etc.

Minimum Qualifications


The following are the minimum qualifications that an individual needs in order to successfully perform the duties and responsibilities of this position. Please note that the minimum qualifications may vary based upon the department size and/or geographic location.


Knowledge/ Experience

  • Bachelor’s degree in Business, Logistics or similar field required.
  • Master’s or MBA preferred.
  • Knowledge of operating procedures for all terminal equipment such as mobile & fixed operations equipment, ship loader and ship’s gear crane.
  • Working knowledge of Microsoft Office.
  • Valid driver’s license.
  • Ability to acquire TWIC (Transportation Worker Identification Credential) Card.
  • Experience leading a successful commercial enterprise with public accountabilities.

PHYSICAL DEMANDS

Must be able to see, hear, speak, and write clearly to communicate with employees and/or other customers; manual dexterity required for occasional reaching and lifting of small objects, and operating office equipment. Travels as required to meet accountabilities.


Must also be able to:

  • Enter & maneuver through all parts of multi-level ships and multi-level marine terminals, including all hatches, cargo spaces, and decks, from sea level to levels several feet above sea level.
  • Ascend & descend ladders, narrow stairways, steep stairways, and use narrow walkways, ramps, elevated platforms, and catwalks to reach particular areas of the ship & terminal.
  • Withstand heights.

WORK ENVIRONMENT

The office is clean, orderly, properly lighted, and ventilated. Noise levels are considered low to moderate. Field conditions vary.

As a member of the Company’s operations staff, an employee may be exposed to a great variety of environmental conditions. Such is the very nature of contract stevedoring and marine terminal operations. Some of the work will be indoors, some outdoors, and others aboard ships not owned by or chartered to the Company. Operations staff may work on property owned by the Company, leased to the Company, owned by ports, and leased to others, or owned by, chartered by, or leased to our maritime customers. Employees may work around motorized vehicles and the various ships, appurtenances, equipment, and gear common to the industry. While an employee may work on a single maritime site for most of one’s work, special circumstances may require that employees work at a different site based on the needs of the business. The Company serves as a stevedore and/or terminal operator for a wide variety of maritime cargoes for export and import. In all instances, the health and safety of all employees is the Company’s #1 concern.


The Company has a Health, Safety, and Environmental team who will assist employees in the identification of any unusual exposures so that the appropriate steps may be taken to ensure their health. This would include everyone’s full compliance with the Company’s hearing loss conservation program in those specific locations where it has been identified that one may be exposed to injurious noise levels.
