Primary Purpose of Position: The primary purpose of this position is to serve as the Chief Executive Officer for the Local Management Entity (LME)/Managed Care Organization (MCO), executing the authority of the Board as defined in GS122C-117. This position serves at the pleasure of, and reports to, the Regional Board. Guidance is received from the State Division of Mental Health.
Role and Responsibilities:
- Directs and manages LME/MCO functions in the delivery of all agency services, including organizing a comprehensive community-based system of programs and services to citizens
- Sets agency goals and objectives, resolving resource allocation and program integration issues; establishes program standards
- Serves as liaison with government officials at the State and Local levels; promotes mental health, developmental disability, and substance use services within the service area
- Plans and budgets for both short and long-range cycles to ensure efficient program operations that are consistent with the State Mental Health/Developmental Disabilities/Substance Use Service program goals and community needs
- Oversees the execution of procedures, programs and fiscal decisions to ensure compliance with board approved policy and goals
- Performs other duties as defined or as required by statute, rule, or regulation

- Experience in negotiating at-risk managed care contracts, both as a payor and with providers within the payor’s network.
- Experience in managing complex, at-risk managed care contracts in a fiscally sound manner
- Experience in overseeing comprehensive network service capacity to ensure accessibility of clinically sound treatment for persons in need
- Experience and track record in developing partnerships, joint ventures, and/or executing mergers to continually advance an organization for optimal positioning
- Ability to serve in a fast paced and faced changing environment and continually guide the organization to achieve its stated mission and purpose.
- Proven track record of effective CEO/Board of Directors relationship, able to meet the demands of a diverse and continually evolving board in an industry that is uniquely dynamic.
Education/Experience Required: Master’s Degree in Business, Health Administration, Public Administration, or Human Services related field and 6-10 years of executive experience in a healthcare setting and/or a managed care environment. Must reside in North Carolina.
Education/Experience Preferred: A leadership role in a Managed Care environment.
