Job description

The Quality and Population Health Management (QPHM) program leads clinical quality, Health Equity, and population health work at the Department of Health Care Services (DHCS). The Performance and Improvement Section (PIS) supports the DHCS Quality and Health Equity Division with overseeing and implementing Quality Improvement strategies and goals across all managed care delivery systems and other programs. Under the direction of the Health Program Manager III of the Performance Improvement Section, the Health Program Manager II (HPM II) will have full management and supervisory responsibilities over the Quality Improvement (QI) & He alth Equity Program Unit. The incumbent will oversee staff and lead efforts developing and implementing the Unit's framework, Quality Improvement activities, and policy that directly impacts numerous elements of the healthcare system including managed care plans, counties, healthcare delivery systems, provider networks, Medi-Cal programs, partners, and beneficiaries.
The incumbent will oversee projects that supports the Quality and Health Equity Division with comp lex, sensitive, and confidential program issues related to the health care delivery systems policy and Quality Improvement. The HPM II is responsible for providing high-level health program expertise and assistance on the most difficult and sensitive policy or program review to meet DHCS' primary mission. The HPM II functions as a highly skilled manager with the ability to provide high-level specialist expertise and assistance on the formulation of the most difficult and sensitive assignments and delegates a team through significant policy and program issues with
stakeholders, management, and executive staff.

Working Conditions
This position is eligible for remote hybrid work. Employee may need to report to the Sacramento offices no more than twice a month.
Telework is based on operational needs for employees who can perform their essential functions remotely and/or whose duties are conducive to teleworking per DHCS' Telework Policy and in accordance with Government Code Sections 14200 - 14203 for employees residing in California.
This is a statewide recruitment, and the position may be located in the following locations: Sacramento County, San Francisco County, Fresno County, Orange (Santa Ana) County, San Diego County, and Los Angeles (Los Angeles / Burbank) County.
This position will have the ability to complete all tasks and deliverables while teleworking. The incumbent will be headquarted in the county nearest their residence. The team of professionals this position will work with are also remote-centered and teleworking.
