Who We Are:
The Mid-Atlantic Permanente Medical Group, (MAPMG) is one of the nation's premier multispecialty medical groups and is the largest integrated medical group in Maryland, Virginia and the District of Columbia. Founded in 1980, the medical group has more than 1,700 Permanente physicians spanning more than 50 subspecialties, and over 300 staff professionals. Together, we serve approximately 800,000 Kaiser Permanente members in Maryland, Virginia, and the District of Columbia at 34 area medical centers, plus several community hospitals and skilled nursing facilities.
Job Summary:
MAPMG is seeking a Chief Compliance Officer (CCO) to manage the organization's compliance function. Reporting to the Chief Legal Officer (CLO), the CCO will oversee the compliance within the organization and ensure compliance with applicable laws and regulatory requirements as well as the organization’s policies and procedures. As the compliance leader and subject matter expert, the CCO is responsible for establishing standards and implementing procedures to ensure that the compliance programs of the organization are effective and efficient in identifying, preventing, detecting, and correcting noncompliance with applicable laws and regulations.
This position offers a hybrid work arrangement with the ability to go into the office on an as-needed basis. This position will be based in Rockville, MD. Candidates must be willing to relocate to the Washington D.C., Maryland, or Virginia area.
Job Responsibilities:
  • Responsible for strategic planning and operational leadership pertaining to compliance and regulatory issues
  • Organizes and supervises the activities of the compliance department, including managing and leading department staff
  • Develops, maintains, implements and periodically assesses the compliance program, ensuring that it is effective, properly structured and has sufficient resources
  • Develops and implements a strategic auditing and monitoring plan for evaluating the performance of the compliance program and related activities, to identify and mitigate risks and to initiate appropriate steps to improve effectiveness
  • Develops and implements the annual compliance work plan
  • Develops and deploys compliance training, education and communication programs for employees
  • Communicates the importance of compliance and compliance programs to the organization’s leadership, physicians and staff, including promoting use of the Kaiser Permanente Compliance Hotline and increasing awareness of and adherence to the Kaiser Permanente Code of Conduct and policies and procedures
  • Provides strategic direction and advice to top organization leaders related to the area of compliance
  • Facilitates fulfillment of the board of directors’ compliance oversight responsibilities, including by making annual reports to the board of directors
  • Conducts privacy investigations and manages all required breach determination and notification processes under HIPAA; ensures appropriate business associate agreements are in place
  • Manages the annual conflicts of interest disclosure process; advises on potential conflict situations raised by management or through the outside activities process.
  • Utilizes Kaiser Permanente enterprise systems (e.g., Compliance Hotline, PolicyTech/KP Policy Library), following related national and local protocols
  • Manages the local policy approval process for national Kaiser Permanente policies; collaborates with HR and the board of directors to ensure internal policies related to compliance are sufficient
  • Investigates compliance concerns submitted through the Kaiser Permanente Compliance Hotline or other means and oversees the resolution of investigations and other issues identified by or reported to the compliance program, including developing and implementing corrective action plans as needed
  • Keeps abreast of the latest developments and trends in health care compliance and ethics; leverages that insight and knowledge to strengthen the effectiveness of the compliance program
  • Establishes and maintains collaborative, productive working relationships with employees and departments within the organization and across the Kaiser Permanente enterprise
  • Consults with operational leaders to provide information to ensure adequate knowledge of regulatory issues and requirements among leaders, physicians, and staff so they may perform in a lawful and ethical manner
  • Answers regulatory and compliance inquiries from those within the organization, including effectively communicating standards and serving as a resource in these areas
  • Timely informs the CLO and other appropriate leaders of significant compliance developments, including findings and actions taken as a result of monitoring and assessment, violations, and other risks/concerns, opportunities and challenges
  • Consults with the CLO as needed to resolve difficult compliance issues
  • Participates in and/or leads various committees and workgroups
  • Prepares various periodic reports related to the activities of the compliance program
  • Develops policies and programs that encourage managers and employees to report compliance or ethical concerns, without fear of retaliation
  • Serves as the liaison with legal, governmental and regulatory bodies on compliance-related issues; ensures proper reporting of violations or potential violations to duly authorized enforcement agencies as appropriate or required
  • Represents the organization’s compliance function in various regional and Kaiser Permanente enterprise-wide initiatives and meetings
  • Serves as the organization’s Privacy and Security Officer, Research Accountable Official, Research Financial Conflicts of Interest Officer, and Research Integrity Officer
  • Other duties as assigned

Qualifications
  • Minimum of eight (8) years of compliance experience within the healthcare industry
  • Bachelor’s degree required; advanced degree in a related field preferred (e.g., Juris Doctor, master’s degree in healthcare administration, MBA)
  • Certification in Healthcare Compliance (CHC, CHC-F, CHRC and/or CCEP) preferred
  • Advanced knowledge of and experience in healthcare industry and with laws, regulations and standards applicable to health care organizations, particularly physician medical practices and integrated healthcare delivery systems
  • Demonstrated ability to design and implement effective programs related to health care compliance
  • Visible, approachable individual who is an effective communicator, educator and motivator of people and teams
  • Ability to establish positive relationships and work effectively with people at all levels within the organization, across the Kaiser Permanente enterprise, and externally.
  • Ability to understand and explain complex regulations in clear and concise language
  • Strategic business partner with strong business acumen who is adept at managing and reducing potential risk and exposure while furthering strategic objectives.
