Job description

The City of Martinez is actively searching for a dynamic leader and strategic visionary who has a proven track record in effectively managing building division operations. This individual will be appointed as the Chief Building Official (CBO). Working under the general direction of the Community and Economic Development Director, the CBO will supervise staff and coordinate the activities of building department which oversees the Permit Counter, Code Enforcement, and Building Inspection.
The ideal candidate for the CBO role will be an innovative and collaborative leader, capable of thinking outside the box. They will work closely with internal and external stakeholders, fostering partnerships to drive success. In leading the department, the CBO will focus on streamlining internal functions by leveraging technology solutions, ultimately enhancing efficiency. They will understand the importance of these streamlined processes in delivering exceptional customer service. Moreover, the CBO will foster open, transparent, and inclusive communication, engaging with other city departments, elected officials, developers, residents, and the business community.
The responsibilities of the CBO will include interpreting technical information from various building codes (e.g., building, electrical, mechanical, etc.), preparing reports and budgets, developing ordinances, and making presentations to the City Council. This position demands a high level of self-direction and initiative. The CBO will provide expert guidance, support, and technical expertise to ensure compliance with standards that safeguard public safety and property in construction, design, material quality, use, occupancy, location, and maintenance of structures. The ultimate goal is to facilitate development that enhances the high quality of life enjoyed by the businesses and residents of Martinez.

The Community
Located along the Sacramento and San Joaquin rivers in the central part of Contra Costa County, the City of Martinez is just 35 miles northeast of San Francisco. The City's roots can be traced back to the late 1840's when it served as a ferryboat transit point across the Carquinez Straits on the way to the gold fields of California. By the time of its incorporation, Martinez had evolved into one of the area's most significant trading posts and shipping ports. Today, the City serves as the County Seat of Contra Costa and covers 13.1 square miles with approximately 36,098 residents.
As one of California's first towns and the home of both John Muir and birthplace of Joe DiMaggio, Martinez retains a strong sense of history and family. Martinez also lays claim as the home of the world-famous "Martinez Special", better known today as the "Martini" cocktail. Martinez is known for its architecture, with many of the downtown shops still retaining their early 20th Century look and charm, and some Martinez homes dating back to the 1800's.
Martinez is also home to an abundance of scenic, outdoor recreational facilities, including 17 parks, an award-wining Aquatic Center, playgrounds, ball fields, tennis courts, trails, a soccer field, an Amphitheater, a dog park, a 10,000 sq. ft. skate park, a Marina, the 42-acre Rankin Park, 31-acre Waterfront Park, 24-acre Hidden Lakes Park, 16-acre Hidden Valley Park, and 7-acre Golden Hills Park, just to name a few. Martinez is also host to the nation's largest bocce ball federation with top-flight bocce ball courts. The City also participates in many annual festivals and events which include a 4th of July Parade, Beaver Festival, Martini Festival, Holiday Light Parade, Beer Fest, Fishing Derby, and many more!

The Organization
Established in 1876, the City of Martinez operates under a Council-Manager form of government. The City Council is comprised of a Mayor elected at-large, and the four other Council members elected by district, who are directly elected to serve four-year, overlapping terms. The City Treasurer and City Clerk are also elected seats. The Mayor and City Council appoint the City Attorney and City Manager, the latter of which oversee the operations of a nearly full-service organization of 142 full-time employees.
The City is organized into five core departments which include Administrative Services, Community and Economic Development, Engineering/Public Works, Finance and Police. The City treats and distributes its own water. Fire services are provided by the Contra Costa County Fire Protection District.

The adopted Fiscal Year 2023/24 budget totals $87.6 million.
The Department
The newly reconfigured Community & Economic Development Department is responsible for managing the City's Economic Development, Planning, Building and Code Enforcement Functions. The Economic Development Division focuses on downtown revitalization, strengthening the citywide economy, and promoting the City as an attractive destination for businesses, visitors, and investors. The Planning Division provides guidance and assistance to property owners, and residents, as well as developers and businesses in navigating the local land use and development regulatory processes. The Building Division coordinates and monitors review, plan checking permit issuance, inspection, and code compliance to investigate and resolve land use, zoning, municipal code and other health and safety complaints.

Supervises and participates in the development, implementation and maintenance of division goals, objectives, policies, and procedures; reviews and evaluates work methods and procedures for improving organizational performance and meeting division goals; ensures that goals are achieved.
Assigns, supervises, and reviews the work of the building, electrical plumbing, and mechanical inspectors, and code enforcement staff involved in housing code enforcement, plan checking, building inspections which include State handicap, energy, sound, flood and historical codes; supervises work of contract staff.
Interprets technical information related to building, housing, and other codes.
Works closely with contractors, architects, engineers, homeowners, and staff members; provides technical advice in the review of permits, plans, and specifications for compliance with adopted model codes.
Reviews and approves complex plans; issues permits and construction projects.
Coordinates work of the Division with related City departments, divisions, and private contractors; cooperates with other divisions and departments in scheduling work to ensure efficient use of manpower, materials, and equipment.
Coordinates the selection, orientation, training, and evaluation programs for assigned personnel; provides or coordinates staff training; ensures ongoing review of codes and methods of inspection for subordinates; provides positive motivation for employee performance; identifies and resolves staff deficiencies; fulfills discipline procedures.
Oversees and participates in the development of the annual budget; participates in the forecast of necessary funds for staffing, materials, services, and supplies; administers and monitors the approved division budget; discusses and resolves budget issues with appropriate staff; implements adjustments as necessary.
EDUCATION AND EXPERIENCE
Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Minimum: A bachelor's degree is desired, preferably with a major in engineering, architecture, or related field, and five years of increasingly responsible experience in Building inspection work, including at least three years at a supervisory level, preferably with a municipal agency. Additional supervisory level building inspector experience may be used on a year-for year substitution for education.
Must be able to pass a pre-employment physical examination.

LICENSE AND/OR SPECIAL REQUIREMENTS:

Possession of a valid California Driver's License.

Possession of one International Code Council (ICC) Building Inspection Certification is required.

Certified Building Official Designation from the ICC is desirable.

Certified Access Specialist Program (CASP) certification, or the ability to obtain status within the first year of employment.

Certification as a Floodplain Manager is desirable.

KNOWLEDGE, SKILLS AND ABILITIES

  • Knowledge of general principles of budgeting, administration and supervision.
  • Ability to plan, organize, supervise, review, and evaluate the work of others.
  • Ability to prepare work programs.
  • Ability to read and interpret construction plans and specifications.
  • Ability to prepare clear, concise reports and present to Council, Commissions, or public as necessary.
  • Thorough knowledge of the California building, electrical, mechanical, plumbing, energy, fire, and accessibility codes and knowledge of methods, materials and equipment used in building inspection and code enforcement.
  • Ability to establish and maintain cooperative working relationships with employees, other City departments, government officials and the general public.
  • Skill analyzing structures and other improvements to establish concurrence with the various codes.
  • Skill in developing others through coaching, mentoring and providing growth opportunities; building confidence and inspiring others.
  • Skill in effectively building and leading teams and managing performance of others to achieve targeted results.
  • Skill in establishing and maintaining effective working relationships with others.
  • Skill in communicating effectively in English both orally and in writing.
  • Skill in understanding, interpreting, and applying complex guidelines.
  • Ability to deal effectively with professional, non-professional, and lay persons.
  • Ability to effectively utilize computer applications and technology related to the work.

SELECTION PROCESS:
APPLICATION SCREENING: applications, resumes, supplemental questionnaire and/ or other required documentation will be evaluated on a comparative basis. Those individuals whose materials best indicate possession of the stated requirements, may be invited to continue to the next step in the selection process.

SUPPLEMENTAL QUESTIONNAIRE: All applicants are required to complete the questionnaire. This questionnaire will be used throughout the examination process to assist in determining each applicant's qualifications and acceptability for the position.
EXAMINATION PROCESS:
A select number of the most experienced and best qualified applicants will be invited to participate in an oral board interview weighted at 100%.
