The Georgia Department of Community Health (DCH) is one of Georgia's four health agencies serving the state's growing population of over 10 million people. DCH serves as the lead agency for Medicaid, oversees the State Health Benefit Plan (SHBP) and Healthcare Facility Regulation, impacting one in four Georgians.
Through effective planning, purchasing and oversight, DCH provides access to affordable, quality health care to millions of Georgians, including some of the state's most vulnerable and under-served populations. Six enterprise offices support the work of the agency's three program divisions. DCH employees are based in Atlanta, Cordele and across the state.

The Department of Community Health is seeking qualified applicants for an Attorney 4 position with the Medicaid Legal Services Team of the Office of General Counsel. This is a hybrid position that requires in-office and remote work with the approval of the supervisor. The days and frequency in the office can change at any time during employment based on the business needs of the organization.
Job Responsibilities:
Provide legal support to the Department through the Division of Legal Services. In doing so, he/she is responsible for working assigned cases, preparing them for hearings, submitting and responding to relevant motions, interviewing and preparing witnesses. Moreover, this position requires analysis of issues facing the department and recommendations to ameliorate the same.
  • Drafting and preparing legal documents and correspondence. This includes Motions for Summary Determination, Motions for Continuance, Motions to Substitute Counsel, etc.
  • Reviewing and assembling appeal files to determine the optimal course of action in support of the Department's best interest etc.
  • Conducting legal research utilizing Lexis and/or other reference materials.
  • Assisting outside counsel, whether the State AG's office or SAAGs, with cases that are before both the Superior and/or federal court.
  • Oral and written communication with Medicaid members, Medicaid providers, opposing counsel, the Attorney General's Office, court officials, etc.
  • Interviewing witnesses in preparation for administrative hearings.
  • Attending Departmental meetings.
  • Preparing related reports.
  • Presenting matters on behalf of the Department before OSAH as well as the departments designated hearing officer.
  • Assisting various Program Specialists with legal issues associated with their programs.
  • Provide “in house” training in conjunction with Program Specialists.
  • Serves as liaison between DCH and other interested stakeholders.
  • Stay abreast of current issues across the Medicaid spectrum.
  • Attend seminars and training, provide a synopsis of the same.
  • Counsel the public with regard to the programs and services available under the DCH umbrella.
  • Travel required throughout the state of Georgia.
  • Seek ways to improve internal procedures and practices of Legal Services.
  • Other duties as assigned.

Minimum Qualifications:
Juris Doctorate from an accredited college or university And license to practice law in the State of Georgia Or eligibility to sit for the next Georgia Bar examination followed by Georgia Bar exam passage and licensure to practice law in the State of Georgia within one (1) year of hiring Or reciprocity And Three years of relevant legal experience Or Three years of experience required at the lower-level Attorney 3 (LEP022).
