Job description

The incumbent shall be appointed "at-will" and exempt from classified services and serves at the pleasure of the City Manager. To direct, manage, supervise and coordinate the activities and operations of the Building Services division including inspection of building construction activities, investigation of code violations and issuance of building permits; to coordinate assigned activities with other divisions, departments and outside agencies; and to provide highly responsible and complex administrative support to the Director of Community Development.
SUPERVISION RECEIVED AND EXERCISED
Receives administrative direction from the Director of Community Development.
Exercises direct supervision over professional and technical staff.Essential Functions:
1. Assumes management responsibility for assigned services and activities of the Building Services Division including inspection of building construction activities, investigation of code violations and issuance of building permits.
2. Manages and participates in the development and implementation of goals, objectives, policies and priorities for assigned programs; recommends and administers policies and procedures.
3. Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; recommends, within division policy, appropriate service and staffing levels.
4. Plans, directs, coordinates and reviews the work plan for assigned staff; assigns work activities, projects and programs; reviews and evaluates work products, methods and procedures; meets with staff to identify and resolve problems.
5. Supervises the examination of plans and specifications for completeness and compliance with applicable codes and regulations; reviews structural calculations for accuracy; maintains efficient plan examination process.
6. Conducts field investigations and inspections as necessary; confers with owners, architects and engineers on design and construction plans; ensures that all structures inspected adhere to housing, zoning, mechanical, electrical, plumbing, energy and mobile home codes and standards; may assist Fire department inspection staff as necessary; prepares case files for prosecution; testifies in court; prepares and records notices on properties.
7. Selects, trains, motivates and evaluates assigned personnel; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline and termination procedures.
8. Prepares new codes and ordinances for adoption by the City Council.
9. Oversees and participates in the development and administration of the division's annual budget; participates in the forecast of funds needed for staffing, equipment, materials and supplies; monitors and approves expenditures; implements adjustments.
10. Serves as the liaison for the Building Services division with other departments and outside agencies; negotiates and resolves sensitive and controversial issues.
11. Attends meetings of a variety of boards, commissions and committees; prepares and presents staff reports and other necessary correspondence.
12. Provides responsible staff assistance to the Director of Community Development.
13. Conducts a variety of organizational studies, investigations and operational studies; recommends modifications to building inspection programs, policies and procedures as appropriate.
14. Attends and participates in professional group meetings; stays current on new trends and innovations in the field of building inspection and code enforcement.
15. Responds to and resolves difficult and sensitive citizen inquiries and complaints.
16. Performs related duties and responsibilities as required.Experience and Training Guidelines
Minimum requirements as a condition of hire:
Experience:
Five years of building inspection and code enforcement program experience including two years at a supervisory level.
Training:
Bachelor's degree with major course work in engineering, architecture, or a related field.
Licenses and Certifications:
ICBO Plans Examiner certificate.
Possession of a State of California driver's license.
Knowledge of:
Operations, services and activities of a comprehensive building inspection and code enforcement program.Principles and practices of building construction, structural design and engineering mathematics.Principles and practices of program development and administration.Building, electrical, mechanical and related codes and regulations including the Uniform Building Code.Methods and techniques of conducting comprehensive building inspections.Principles and practices of budget preparation and administration.Principles of supervision, training and performance evaluation.Pertinent Federal, State and local laws, codes and regulations.
Ability to:
Oversee and participate in the management of a comprehensive building inspection and code enforcement program.
Analyze and interpret complex building plans and specifications.
Oversee, direct and coordinate the work of lower level staff.
Select, supervise, train and evaluate staff.
Participate in the development and administration of division goals, objectives and procedures.
Prepare and administer large program budgets.
Prepare clear and concise administrative and financial reports.
Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.
Research, analyze and evaluate new service delivery methods and techniques.
Interpret, explain and apply Federal, State and local policies, laws and regulations.
Communicate clearly and concisely, both orally and in writing.
Establish and maintain effective working relationships with those contacted in the course of work.
Maintain physical condition appropriate to the performance of assigned duties and responsibilities.

Physical Conditions:

Selection Process:

The selected candidate(s) must successfully complete pre-employment clearances which may include a physical, drug screen, and fingerprinting.
Veterans Preference Credit Eligibility:
Veterans of the armed forces, who have been discharged or released from active duty under conditions other than dishonorable (Government Code: 18540.4), shall receive an additional five (5) points to their final examination score for ranking purposes only. This preference will apply only to the first appointment to any regular full-time City appointment. A copy of your valid DD214 must be submitted on or before the final filing date in order to be eligible for Veterans Preference Credit.
