Skills: The chosen candidate will be equipped with the necessary work experience and abilities to carry out the duties outlined in this post to assist in the coordination of funeral rites and activities connected to the Casualty and Assistance Calls Officer (CACO) Program.
QUALIFICATIONS:
- Shall have at least two (2) years’ work experience in an office environment
- Shall have proficiency in both Word and Excel programs
- High School graduate
- Shall fluently read, write, speak, and understand English
- Skill to communicate effectively with Government personnel and customers
- Must be able to pass a background check.
JOB DUTIES:
- The following skills and knowledge are required to successfully perform the performance work statement:
- Candidate personnel shall have a working knowledge of DOD/DON guidance, policy and procedures concerning Casualty Assistance, (to include DODI 1300.18, Personnel Casualty Matters, Policies and Procedures, OPNAVINST 1770.1A, CACO/FHS Program Coordination, and CNICINST 1770.2, CACO Program, NAVMEDCOMINST 5360.1, Decedent Affair Manual and NAVSUP Pub 490, Disposition of Personal Effects) And Titles 10, 32, 37, and 38 of the US Code in order to act as the Point of Contact (POC) for questions concerning Casualty Assistance, both from the Casualty Assistance Officers and the NOK.
- Candidate personnel shall have a working knowledge of automated systems to maintain Defense Casualty Information System database and enter data and to query applicable Casualty databases to answer casualty related inquiries.
- Candidate personnel shall have the ability to assist the CACO Case Manager in respond positively to inquiries from the NOK, Congress, and other high-level officials.
- Candidate personnel shall have ability to research, formulates, and makes changes, as required, to forms and policies relevant to the Casualty Assistance Program.
- Candidate personnel shall have a working knowledge of DODI 1300.15, Military Funeral Support, CNICINST 1770.1, FUNERAL Honors Support Program, NAVPERS 15555D, Navy Funeral Honors with Guide to the Rendition of Honors at Navy Funeral provide military honors and planeside honors.
- Candidate personnel shall have the ability to research, select, interpret, and apply rules, regulations, procedures, and guidelines to determine appropriate actions, develop or revise regulations and policies when needed, and the ability to interpret and apply regulations and precedents to specific problems and complex cases.
- Candidate personnel shall have a working knowledge of military, federal, local agencies, and social service organizations which provide services and benefits relating to assigned duties.
- Candidate personnel shall have a working knowledge of the interrelationships of military programs sufficiently to properly refer management and service members for assistance and technical problem solving.
- Candidate personnel shall have a working knowledge of military organizational structures, administration, protocol, regulations, procedures, and similar matters.
- Candidate personnel shall have the ability to gather, analyzes and summarizes facts, develops, and presents findings in reports and briefings in various formats, including charts, statistical analysis, decision papers, etc.
- Candidate personnel shall have the ability to deal cooperatively and effectively with representatives inside and outside the organization; including both military and civilian organizations, agencies, and companies, to obtain needed information, complete required tasks/processing, and to explain /brief decisions or recommendations to others.
- Candidate personnel shall have shall possess knowledge of a variety of Microsoft software including word processing, database management, graphics, and spreadsheets.
- Candidate personnel shall be capable of conducting meetings and conferences and possess the ability to demonstrate informative and persuasive speaking.
