ORGANIZATIONAL OVERVIEW

East Bay Agency for Children’s (EBAC) mission is to improve the well-being of children, youth, and families by reducing the impact of trauma and social inequities. EBAC strives to reduce barriers that contribute to disparities in wellness for socio-economically disadvantaged and racially marginalized families and to create communities where all children and families have support systems to reach their full potential.

EBAC was established in 1952 when a group of parents of children with autism wanted to give their children the same educational and recreational opportunities that contribute to the physical well-being and social growth of all children. From this was born the first day-treatment program west of the Mississippi and was the foundation of growth in meeting the needs of children and families living in the San Francisco Bay Area, and especially in Alameda County.

Today, EBAC’s programs serve over 20,000 children, youth, and families throughout Alameda County each year with the goal of giving each child and family the specific resources, skills, and support they need to help them reach their full potential. POSITION OVERVIEW

The Youth Empowerment Services Case Manager provides interventions that are aimed at reducing the violent crime in Oakland. Case Managers promote school attendance and academic progress, family support and employment, as appropriate, for youth attending school in OUSD, through intensive wrap around services, including advocacy, case management, referrals to after school employment programs, and coordination with Probation to support each youth’s successful completion of court orders and disengagement from the Juvenile Justice System. This position reports to the Program Director.

QUALIFICATIONS and COMPETENCY FACTORS

  1. BA (preferred) or High School Diploma/GED with a minimum of 18 units in Mental Health or Child Development college level classes
  2. Bilingual Spanish Required
  3. A minimum of 1 year experience working with urban youth in a mental health or school-based setting.
  4. Ability to work within a multi-disciplinary team and with other community partners.
  5. Ability to effectively communicate with youth and their parents/caregivers.
  6. Must be familiar with the mental health issues and be able to identify when there may be a mental health issue with a client.
  7. Knowledge of and familiarity with the assigned community.
  8. Ability to be creative and yet maintain boundaries while developing and sustaining relationships with at-promise youth.
  9. Ability to drive with valid driver's license, auto insurance, and access to use of an automobile as needed.
  10. Language skills that include the ability to read and interpret documents such as safety rules and procedure manuals; ability to write routine reports and correspondence; ability to use a computerized database; ability to speak effectively and express ideas clearly with individuals and before groups.

RESPONSIBILITIES

  1. Provide intensive case management services to youth in Oakland, and OUSD Continuation High Schools, including assessments, referrals, support, and advocacy, for successful reintegration into OUSD, and achievement of individual’s goals.
  2. Provide comprehensive services and support to youth by meeting regularly with Teachers, Administrator, Probation Officers, and OUSD Placement Coordinator, JJC Transitions Center Staff, and CBO staff.
  3. Engage with a young person’s family to address issues, such as, housing, medical, and other support service needs.
  4. Assist youth in overcoming obstacles to attending school, including academic support for attendance, classroom behavior and school progress, and achieving short- and long-term goals.
  5. Provide mental health and substance abuse assessment and referral of youth to clinicians if a client needs mental health counseling in collaboration with the mental health services service providers at the Juvenile Justice Center.
  6. Provide family support services to ensure that barriers to success and needs of youth are addressed.
  7. Provide assessment and referral to community agencies for after school job training and placement programs based on client’s interests and needs.
  8. Cooperate with school site personnel when providing services on school campus.
  9. Coordinates and collaborates with Probation and OUSD in case conferencing.
  10. Record progress notes and other charting requirements in a timely fashion.
  11. Attend and participate in all staff meetings, treatment plan reviews, case conferences, trainings, and other meetings as assigned.
  12. Consult with Program Director, Clinicians and others as needed regarding individual client progress.
  13. Participate in overall program development as a member of the program team.
  14. Maintain agency legal and ethical standards of practice.
  15. Perform other duties as assigned.
  16. Required to support on-call clinician during crisis intervention as needed.
  17. Provide translation services as needed.

WORKING CONDITIONS and JOB SETTING

  1. Work is primarily in the community supporting youth/and or their families, with some work taking place in the office setting.
  2. Because work is directly with youth, full mobility is required for standing, walking, sitting, using hands, climbing, balancing, stooping, kneeling, crouching, and crawling.
  3. Providing community-based services to at-promised youth who are impacted by trauma and poverty.
  4. Ability to drive with valid driver's license, auto insurance, and access to use of an automobile as needed.
