This position performs highly responsible, professional, and administrative work developing, implementing and coordinating programs of the EMS and Fire training division. This position reports directly to the Battalion Chief of Training.
ESSENTIAL RESPONSIBILITIES:
- Coordinates, programs, and schedules for continuing training and education for purposes of:
- EMT recertification
- CPR recertification
- Insurance Service Office (ISO) and National Fire Protection Association (NFPA) requirements
- The diverse training needs of the Department
- Oversees and provides for departmental training at all levels to ensure safe and effective operations.
- Monitors and evaluates fire and EMS response statistics.
- Delivers, evaluates, and analyzes confidential written and practical testing relative to pre-employment, release from probation, continuing education for recertification, and other required materials.
- Responds to emergency incidents to support command operations and provide emergency care as needed.
- Reviews operational policies and practices to develop appropriate training programs and curriculum.
- Plans, prioritizes, assigns, supervises and reviews the work of staff involved in fire suppression operations.
- Oversees and provides for departmental training at all levels to ensure safe and effective operations.
- Responds to emergency incidents as county-wide safety officer.
- Attends training programs oriented to the duties of a training officer.
- Coordinates programs and schedules for continuing training and education for purposes of:
- EMT and Paramedic recertification
- Advanced Cardiovascular Life Support (ACLS) recertification
- Plans, prioritizes, assigns, supervises and reviews the work of staff involved in the provision of pre-hospital emergency medical care at the advanced life support level.
- Monitors and evaluates EMS responses and the quality assurance process.
- Two (2) years of experience as a Lieutenant with Charlotte County Fire/EMS
- Forty-five (45) credit hours toward an AA/AS degree from an accredited institution of higher learning
- No disciplinary action having resulted in suspension without pay during the one (1) year prior to testing
- Possession and maintenance of a valid State of Florida Class "E" driver's license.
- Certification(s):
- Florida Firefighter, and Emergency Medical Technician (EMT) orParamedic (ALS/EMS Training Only)
- Basic Life Support (BLS) Provider, and Basic Life Support (BLS)Instructor Advanced Cardiac Life Support (ACLS) Provider, and Advanced Cardiac Life Support (ACLS) Instructor (ALS/EMS Training Only)
- Fire Officer I or higher
- Fire Apparatus and Pump Operator certification as issued by the Florida State Fire College
- Fire Service Instructor I or higher
- Florida Incident Safety Officer (ISO)- full state certification (or ability to obtain within 12 months)
- Live Fire Training Instructor I (or ability to obtain within 12 months)
- Emergency Vehicle Driver Training Instructor (EVDT-I) or equivalent (or ability to obtain within 12 months)
- Considerable knowledge of the laws, ordinances, rules and regulations relative to the Fire Department and EMS.
- Considerable knowledge of teaching skills, principles, and methods used in conducting training courses.
- Ability to plan, organize, and review the work of subordinate, technical, and supervisory personnel in a manner conducive to full performance and high morale.
- Ability to exercise appropriate judgment and discretion in establishing, applying, and interpreting departmental policies and procedures.
- Ability to provide and interpret statistical analysis of operational records and reports.
- Ability to plan, organize, conduct, and evaluate training programs, including the development of visual aids and other instruction materials to meet specific training needs.
- Ability to make recommendations and to use resourcefulness and tact in solving new problems.
- Strong quantitative, analytical and research skills; ability to ascertain priorities and meet deadlines and objectives.
- Strong written and oral communication skills to include public speaking and the ability to develop effective proposals.
- Skill in the use of standard office computer equipment and software applications; ability to maintain accurate records and reports.
- Ability to establish and maintain effective working relationships.
- Ability to operate a motor vehicle.
- Must be a non-smoking person if hired on or after October 1, 1988.
Risk/Safety Conditions: This position requires some exposure to risk to physical health and/or physical safety (e.g., exposure to environmentally hazardous material, assault and battery, heavy equipment, communicable disease, etc.).
Physical Activities: Constant speaking, sitting, crouching, climbing, walking, pulling, lifting, grasping, hearing, seeing up close, seeing far away, kneeling, reaching, pushing/pulling and/or digging, bending/stooping, standing, finger movement, repetitive motions, depth perception. Frequent lifting up to 25 pounds and occasionally over 50 pounds.
