Due to the complexity of LASP's sponsored projects, the Capital Property Specialist assumes some of the duties that would normally fall to campus property units in order to maintain a high level of project management efficiency. This position interacts frequently with the various Campus Property offices (OCG, Property Accounting, and FACMAN Property Services) to ensure all parties are cognizant of LASP property activities and compliant with all requirements.

What Your Key Responsibilities Will Be Actively manages government-owned and non-government owned Capital Property at LASP, from Procurement to Disposal, to include: Maintain LASP processes and procedures per guidance, directives, and policies required by CU, the sponsor, or projects/programs in accordance with FAR, NASA FAR, Uniform Guidance, or other authority. Strive to become a subject matter expert with regard to the receiving and processing of Capital Property. This entails acquiring a solid understanding of the LASP/CU procurement process, staying informed about contract or grant stipulations provided by the Property Administrator, and adhering to agency oversight regulations.
Process the movement of property by coordinating, preparing applicable forms to accomplish accountability and/or define the location of property in accordance with CU/LASP and/or sponsor contracts policy, conferring with LASP Contracts and/or Financial Analysts as appropriate. Employ constant awareness of location of Capital Property, resulting in the ability to ensure audit compliance with minimal warning. Coordinate the physical inventory of property and reconciling results to ensure compliance with CU/LASP and/or contractual requirements.
Keep abreast of capital equipment and property movements within and outside the lab and ensuring the appropriate safeguards are in place. Use exemplary detective skills when Capital Property is moved without notice. Perform disposition (transfers, disposals, abandon in place, close-outs) of property identified by CU/LASP and/or contractual requirements in accordance with procedures.
Understand when and how this position interacts with project principal investigators, LASP Financial Analysts and contracts personnel, and/or agency personnel directly to enable and support LASP's responsibility for project accounting systems: Property is managed in accordance with sponsored project requirements and that adequate financial resources are available. What We Require Bachelor's degree or equivalent experience One-to-three years of experience managing sponsored project/government-owned or funded property to include: Procurement Inventory/tracking Close-Out Disposition Knowledge of FAR/NASA FAR a plus Working knowledge of Excel and internet-based applications and the ability to: Establish priorities in a fast pace and ever changing environment Work independently as well as within a team environment Communicate effectively, both orally and in writing, with internal and external constituents. Deal effectively with employees throughout LASP and the University as well as those outside the CU environment.
Exercise tact and diplomacy in a variety of situations. Possess ability to discern appropriate action in unusual and infrequent circumstances as well as day-to-day operations. Become proficient or have proficiency with LASP/CU systems: LAPIS, Metastorm, IBM COGNOS (financial reporting system), Marketplace (procurement system), Asset Panda.
