Battlespace Awareness (BA) Capability Portfolio Management (CPM) Support- GEOINT Senior Assessments Analyst

***This position requires an active TS/SCI clearance or the ability to obtain a TS/SCI clearance to be considered. ***

 

Support Joint Staff (JS) and the Deputy Directorate for Battlespace Awareness (BA) J2F8 missions by providing Secretary of Defense (SECDEF), Chairman, Joint Chiefs of Staff (CJCS), Combatant Commanders, and the Joint Staff) with national-level military intelligence products and future capability development analysis. Capitalizing on geospatial experience and expertise, ensure current and future Department of Defense (DoD) and Intelligence Community (IC) capabilities support warfighter BA requirements. CPM personnel  support the BA Functional Capabilities Board (BA FCB) with analysis and assessments to develop and enhance the BA Capability Portfolio and provide recommendations to improve effectiveness of BA capabilities and Portfolio Management.

Battlespace Awareness (BA) Capability Portfolio Management (CPM) Support- GEOINT Senior Assessments Analyst Responsibilities Include: 

  • Provide Subject Matter Expertise (SME) level support to the JS/J2F8 GEOINT Capability Portfolio Management Branch and the Joint requirements processes. 
  • Analyze current GEOINT capabilities and capacity to make defendable capability recommendations to the Joint Requirements Oversight Council (JROC).
  • Review Joint Capabilities Integrated Development System (JCIDS), Defense Acquisition System (DAS) and Planning Programming Budgeting and Execution (PPBE) documentation and identify impacts to programs within or impacting the DoD GEOINT portfolio.
  • Assess and analyze JCIDS, IC Capability Requirements (ICCR), and other programmatic documents to provide validated recommendations on CCMD, Service, and Combat Support Agencies (CSA) identified capability requirements and program decisions.
  • Advise leadership and customers on statutes, regulations, directives, procedures, congressional appropriations, and mitigation strategies impacting validated joint warfighter capability requirements.
  • Review Service, Joint, and Agency requirements, policies, Concepts of Operations (CONOPS), standards, and business processes for impact on BA equities, the IC, and operational users.
  • Support JS Directorates in various GEOINT DoD and IC communities of interest (COIs) meetings or forums, matching requirements and capability needs to documented GEOINT capability deficiencies. 
  • Support resolution of Joint Staff Action Packages (JSAPs/TMTs), DIA electronic tasks (DARTS), and other taskings as required.
  • Be familiar with Joint Urgent Operational Need Statements (JUON) and Joint Emergent Operational Need Statements (JEONs) articulated by combatant commands (CCMDs), Services (i.e., Army, Navy, Air Force, Marine Corps, Space Force, and Coast Guard,), Combat Support Agencies (CSAs), and operational commanders.
  • Assess assigned BA Capability Portfolio programs and provide recommendations to improve efficiency and effectiveness of BA GEOINT CPM.
  • Perform staff support utilizing SME knowledge developing correspondence, coordinating meetings/briefings, and writing and editing research material at the executive level. 
  • Performs other job-related duties as assigned

 

Battlespace Awareness (BA) Capability Portfolio Management (CPM) Support- GEOINT Senior Assessments Analyst Experience, Education, Skills, Abilities requested: 

  • Minimum of a Bachelors of degree in a related technical IC field with a minimum of eight years related experience in either the IC, DoD, or military Service.
  • Have in-depth knowledge of the DOD Intelligence Community writ large and conduct objective strategic analysis of critical GEOINT and Joint Intelligence, Surveillance and Reconnaissance requirements and capabilities to provide executive level in-depth programmatic advice and policy guidance. 
  • Conduct research of Capability Based Assessments (CBAs), Analysis of Alternatives (AoAs) and JCIDS documentation for adherence to process requirements. 
  • Experience researching DoD, acquisition, Research, Development, Testing, and Evaluation (RDT &E) and IC databases and resources to perform capability requirements analysis.
  • Applicable job experience may include, but is not limited to: Senior Evaluations Analyst, GEOINT Analyst for Evaluations and Assessments, GEOINT Analyst and CPM Support. 
  • Additional work experience may include:
    • ISR experience of the military Service's major GEOINT assets
    • Battlespace awareness characteristics, platforms, sensors, capabilities, and limitations of GEOINT assets / processes
    • Space-based GEOINT systems and interoperability 
    • National System for Geospatial Intelligence (NSG)
    • Geographic Information Systems (GIS)
    • Geospatial Intelligence Analytics and Applications 
    • Remote Sensing and Earth Observation systems 
    • GEOINT tasking, collection, processing, exploitation, and dissemination mechanisms, systems, and architectures
  • Working-level knowledge of Chairman of the Joint Chiefs of Staff Instruction (CJCSI) 5123.01, JROC Charter and of the Joint Capabilities Integration and Development System (JCIDS).
  • Knowledge of the Defense Acquisition System, PPBE and Capability Gap Assessment processes. 
  • Proficient in research with respect to available DOD, acquisition, Research, Development, Testing, and Evaluation (RDT&E) and IC resources to perform capability requirements analysis.
  • Demonstrated critical thinking ability to develop solutions for GEOINT Intelligence, Surveillance and Reconnaissance (ISR) problem sets related to current and future ISR capabilities. 
  • Proficient in staff writing, briefing, multi-level coordinating, and preparing and publishing reports and assessments related to ISR capability requirements development at the executive level.
  • Proficient at using Windows based desktop computers and MS Professional Suite of applications, specifically, Excel, Word, PowerPoint, and SharePoint.
  • U.S. Citizenship or Permanent Resident status required.
  • Must pass pre-employment qualifications of Cherokee Federal
