Job description

We are seeking a Business Development Manager who will lead and manage all aspects of Business Development for the Center for Communication Programs. This includes advising on strategic direction, representing and positioning CCP for opportunities, ensuring proper systems, and leading the development and submission of high priority proposals.
Specific Duties & Responsibilities
Strategy

  • Provide strategic direction and advise CCP efforts in developing and implementing long-range strategies, innovative and proactive tactics, and specific new Business Development activities designed to enhance and ensure CCP's leadership role today and in the future.
  • Facilitate decision-making for bid/no-bid decisions.
  • Implement areas of CCP's Strategic Plan that deal specifically with new areas and new Business Development opportunities.

Position CCP for New Business Opportunities
  • Identify and track new business opportunities that fall within CCP's strategic plan and mission.
  • Identify new funders and donors whose missions align with that of CCP.
  • Develop new partnerships with potential funding organizations, collaborating institutions and other organizations that further CCP's Business Development efforts. Interact with donors and partners and other decision makers to market CCP. Represent CCP at events to uncover new Business Development opportunities.
  • Develop partnerships with departments and centers throughout the University, especially in the Bloomberg School of Public Health. Lead proposal partnerships and preparation as appropriate.
  • Meet regularly with Center and Business Development Unit leadership to review the new business pipeline and make bid/no bid decisions. Work with the leadership to analyze USAID new business cycles, other donor cycles and prepare for upcoming bids.

Develop & lead New Business Systems
  • Oversee the development and maintenance of systems for back-end critical proposal needs (e.g., Past performance reports, corporate capabilities, personnel documents, contracting documentation) and produce those documents as needed for proposals.
  • Oversee the development of tools and systems to enhance and improve proposal production.
  • Work with Team Leaders to ensure that the Business Development function best meets the needs of their teams and maximizes support to their development efforts. Work with program staff to determine staffing and other needs in anticipation of proposals.
  • Work with Admin/HR to develop systems, which enhance and support the proposal process, recruitment, project staffing and technical support to programs and projects proposed in bids/applications.

Lead Proposal Processes Independently
  • Lead the development of high priority funding proposals from initial concept to final submission. Responsible for content of final submissions to donors and partners.
  • Link program, finance, contract and all other participants in the bid process, serving as the authority on donor requirements.
  • Lead and act as proposal manager on strategic bids such as large global programs and new donors.
  • Supervise the development of proposals with familiar and long-standing donors.
  • Contribute to and edit the technical, budget or other portions of proposals when needed.
  • Work closely with the finance department to (1) ensure program budgets align with technical offerings and donor guidelines and (2) gather information needed to complete proposals.
  • Conduct direct negotiations (programmatic and financial) with partners, subcontractors, prime contractors, University departments, and other potential groups associated with bidding strategies and proposals.
  • Collaborate with the Director of Finance and Administration and Business Development finance staff on high level cost strategy for bids, as well as any special business arrangements such as new operating units that may be required to be responsive.
  • Collaborate with CCP's Private Sector Engagement Lead on new business efforts in partnership with the private sector.

*While CCP and the Business Development Unit value work-life balance, occasionally, work may be required on evenings and weekends to ensure top quality of high-priority proposals with time-sensitive deadlines.
Minimum Qualifications
  • Master's Degree in related field of study.
  • Five (5) years of relevant experience.
  • Additional relevant experience and/or training may substitute for someeducation, to the extent permitted by the JHU equivalency formula.

Preferred Qualifications
  • Demonstrated experience with managing and winning bids over $20 million.
  • Significant experience developing funding proposals for USAID, FCDO, European Union, UN Agencies, Gates Foundation, and/or other donors/foundations.
  • Education or experience related to international public health and development or related field
  • Experience developing and/or reviewing proposal budgets and cost proposals
  • Experience negotiating budgets and scopes of work with partners and/or donors

Special Knowledge, Skills, and Abilities
  • Excellent interpersonal skills with demonstrated ability to manage complex processes and team relationships to ensure effective collaboration by various contributors to the process, including contributors from multiple offices/units and at all levels of the organization.
  • Excellent research, data analysis/synthesis, and presentation skills. Experience in organizing, managing, and disseminating large and complex sets of business information.
  • Excellent written and verbal communication skills. Ability to write strategic, compelling and competitive business proposals. Ability to develop compelling presentations as necessary to market CCP. Ability to effectively present information to top management, public groups, potential partners and collaborators and/or boards of directors.
  • Ability to read, analyze and interpret common scientific and technical journals, financial reports and legal documents.
  • Ability to understand and apply financial concepts. Ability to create and analyze project budgets and explain implications of various financial strategies. Ability to apply concepts such as fractions, percentages, ratios and proportions to practical situations.
  • Advanced skills with Microsoft software such as word and excel.
  • Fluency in spoken and written English required.

Classified Title: Business Development Manager
Role/Level/Range: ATP/04/PF
Starting Salary Range: Min $84,700 - Max $148,300 Annually ($116,500 targeted; Commensurate with experience)

JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience.
