Business Development Analyst - Enterprise Data & Analytics (Remote)

Information Management Services Department, Full-Time - Salary  
Salary Range:  $79,123.20 - $97,635.20

 

Job Summary - The Enterprise Data Services (EDS) team is seeking a highly curious and growth-oriented individual who is passionate about delivering data products that drive organizational strategic decision-making and surpassing expectations of the end-users.  The Business Development Analyst acts as a strategic partner and technical leader to Enterprise Data Service's (EDS) clients by understanding the Milwaukee County data strategy, the Milwaukee County business/departmental strategies, and their clients to develop data products that inform decision-making. To effectively optimize a request the Business Development Analyst must understand exactly the problem the request is trying to solve, including timing, budget, and resource availability (i.e. Requirements gathering) and assess how the problem impacts the current process and adheres to their client's and organizational goals. The Business Development Analyst will participate in delivering data products and may present to various levels of management and staff and may also be included in action plan development. While performing the day-to-day tasks successfully in this role is critical, the Business Development Analyst must be outcome-based and keep the overarching project goals and vision as well as the data strategy at the forefront and make recommendations to both the business and EDS to achieve those.  The Business Development Analyst must be a strong relationship builder and communicator who centers the customer experience while advancing Milwaukee County's data strategy in their work.

Job Responsibilities:

  • Client Portfolio Management - Provide strategic consultancy by understanding the client's strategy and vision in conjunction with current business practices to develop potential data products that inform decision-making according to the strategy. Facilitate project intake process by translating and documenting client business and functional requirements for review, approval, and execution.  Translate business requirements to technical requirements for the EDS team. 
  • Continuous Improvement Facilitator - Understand the business process and data technology footprint to be able to collaborate with clients/EDS and identify areas for enhancement and process improvement.
  • Execute Project Management - With the guidance of the Data Delivery Manager, manage key aspects of projects which include requirements, project scope, funding, timelines, resource constraints, and status updates. 
  • Technology Issue Resolution Liaison - Act as a conduit between EDS and EDS clients to understand data product/technology issues, including documenting the problem, solving problems, or escalating through IMSD help desk procedures.

Minimum Requirements:

  • Current resident of the USA.
  • Must be willing to relocate to WI within 6 months of employment.
  • A valid driver's license at time of hire and maintained throughout employment.
  • Associate's degree in Information Technology, Business, Process Enhancement, or a closely related field.
  • At least three (3) years of experience in process analysis requirements gathering, lean principles and practices, and project management.
  • One year of supervisor experience in direct staff or project personnel.
  • Intermediate knowledge of all related computer and software applications, such as word processing and spreadsheets
  • Basic Knowledge in Visio, SharePoint, and Microsoft Teams


Preferred Previous Experience/Skills:

  • Three (3) years obtaining and managing the requirements from the business clients and guiding the delivery of data products related to the data analytics lifecycle: data acquisition (ETL/ELT), data transformation, data storage, data analysis, data visualization, and data communication.
  • Conducting functional testing of data products to ensure fulfillment of business requirements.
  • Intermediate skills in SQL
  • Running descriptive statistics to gain a basic understanding of the characteristics of a new data set.
  • Production support
  • Working in an agile environment and understanding agile methods
  • Utilizing Jira
