Duties and Responsibilities:
- Responsible for all aspects of system and software application requirements elicitation, development, documentation, and management relative to the Human Resources Command
- Analyzes HRC functions, processes, and activities to improve computer-based business applications for the most effective use of money, materials, equipment, and people.
- Utilizes available resources and personnel to carry out analysis to support management's quest for performance improvement.
- Reviews and analyzes information, forecasts, methods, schedules, systems, processes, and procedures.
- Determines most useful business solutions for the HRC. Recommends alternative solutions to management as to courses of action that best meet the organization's goals.
- Serve as a thought leader for technical business processes, developing systems prototypes that promote increased efficiency and productivity on multiple levels.
- Create and implement precise management plans for every project, with attention to transparent communication at all levels.
- Maintain integrity and manage changes to requirements and business process documentation via DimensionsRM, SharePoint, and/or another designated Government centralized data/information repository
- Evaluate, analyze, and communicate systems requirements on a continuing basis, and maintain systems processes, including the delivery of status reports to all appropriate parties.
- Perform, evaluate, and communicate through quality assurance at every state of systems development.
- Determine and develop user requirements for systems in production, to ensure maximum usability.
- Author and update internal and external documentation, and formally initiate and deliver requirements and documentation.
- Develop meaningful and lasting relationships with all parties for optimized systems integration and respond to questions and concerns with supporting research and recommendations.
- Bachelor’s degree in computer science, Computer Engineering, or related technical discipline preferred. Education can be substituted for year of experience.
- 3-6 years of experience in analytics and systems development.
- Secret Clearance
- Proven analytical abilities, managing projects, and user testing.
- Experience in generating process documentation and reports.
- Excellent communication skills, with an ability to translate data into actionable insights.
- Experience eliciting and documenting software requirements
- Experience using Microsoft Visio and Project
