The Defense Commissary Agency (DeCA) operates approximately 238 commissaries worldwide for the Department of Defense (DoD) from its headquarters at Fort Gregg-Adams, Virginia. DeCA’s mission is to provide an efficient and effective worldwide system of commissaries for the resale of groceries and household supplies at the lowest practical price (consistent with quality) to members of the military services, their families, and otherwise authorized customers, while maintaining high standards for quality facilities, products, and services. A military commissary is a government facility providing grocery products and other merchandise to authorized individuals. Commissaries are designed and operated similar to commercial supermarkets. DeCA’s goals are to provide a significant price savings when compared to commercial markets; to provide courteous and informative assistance to its customers; to offer a variety of items in quantities and of a quality level to satisfy customer demands; and to provide products in a clean, safe, and wholesome environment.
Candidate will review, analyze and evaluate business systems and user needs. Document requirements, define scope and objectives and formulate systems to parallel overall business strategies. Candidate will develop and/or update briefings to leadership, develop process flows, and work alongside IT personnel to develop products that will drive DeCA leadership decisions and mission.
- Identify, evaluate, and implement new systems and solutions, or identify enhancements to existing systems; define requirements and specifications.
- Work with the product owner and users to determine the operational objectives of business needs and elicit requirements.
- Conduct necessary research and discovery to serve as de facto subject matter expert, supporting development teams in the integration and development of complex business systems.
- Identify core business needs, decompose, and document concepts of operation, story maps, briefings, and user stories, document business rules, and construct workflow diagrams, as needed.
- Condense complex business processes into clear and actionable epics, features, and user stories with acceptance criteria.
- Work with Product Management, Technical Leadership, and mission stakeholders to review, update, and maintain a business process roadmap of the to-be system and evaluate areas of reengineering by outlining potential to-be processes.
- Work with Product Management, Technical Leadership, and mission stakeholders establish and monitor baseline key performance indicators (KPI)/metrics for systems integration.
- Take meeting minutes, track deliverables, develop briefing decks and other artifacts conveying project status and key milestones, develop decision and informational briefing materials
Minimum:
- 5+ years of experience in information technology (IT). management, business analysis, system engineering, and/or IT requirements management.
- Well-developed analytical, diagnostic, and system-thinking skills.
- Experience in a business or requirements analyst role,
- Experience in system integration.
- Ability to effectively manage stakeholder relationships and expectations while developing and refining requirements, and other deliverables.
- Ability to develop artifacts to support requirements documentation, including user journey maps, data flow diagrams, interface analyses, information architecture diagrams, etc.
- Experience with agile requirements management tools.
- Experience in business process improvement and reengineering.
- Experience generating and modifying briefing decks for and/or briefing for client leadership
- Experience in development of Analysis of Alternatives (AoA) briefings and documentation.
Clearance: Public Trust
Education: Bachelors’ degree or equivalent work experience in IT/information systems, business administration, computer science, or mathematics or equivalent experience.
Preferred:
- 3+ years of experience in information technology (IT) management, business analysis, system engineering, and/or IT requirements and program management in a DoD or federal government environment.
- Experience conducting business and/or system analysis on DoD enterprise software and systems, namely those focused on scheduling and resource management.
- Experience integrating and/or customizing consumer-off-the-shelf (COTS) technology into an enterprise system.
- Experience conducting business analysis and defining system and user requirements for enterprise scheduling and/or resource (real estate, inventory, etc.) management software or systems.
- Experience in business and/or system analysis to support cloud migration and/or technical stack modernization efforts.
- Familiarity with industry best practices regarding cloud infrastructure, system availability/reliability requirements, application scalability, and system migration.
