Description of Job

Under the mission of the State Treasury, this position will serve as a professional Budget Analyst for the Department and is responsible for a wide array of fiscal responsibilities on an assigned and variable portfolio, including budget planning and execution, fund balance tracking and forecasting, accounting, monitoring, reporting, and managing all monies for assigned divisions within CST. This position will use independent judgment and resources to evaluate division needs, compare with current funding levels, and work with management to ensure alignment of available resources with program needs. This position provides budgetary and financial support to the Department, prepares and provides budget data and analysis to the central budget office for submission to the Office of the State Planning and Budgeting and Joint Budget Committee for long bill spending authority, helps prepare fiscal notes for legislative council staff on impending legislation, and other financial responsibilities as assigned.

This position will also analyze budget and policy trends and assess and project budget needs for the divisions' line items.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Minimum Qualifications:

Six (6) years of professional experience in budget analysis, budget development and implementation, financial analysis, or administration which must have included budget formulation, execution, and analysis. This experience must be substantiated within the Work Experience section of your application. "See Resume" will not be accepted. In addition, part-time work will be prorated.

OR

Bachelor's degree from an accredited institution in accounting, business, business administration, finance, public administration, or a closely related field;AND

Two (2) years of professional experience in budget analysis, budget development and implementation, financial analysis, or administration which must have included budget formulation, execution, and analysis.


Substitutions:

  • A master's or doctoral degree in accounting, business, business administration, finance, public administration, or a closely related field from an accredited college or university will substitute for the degree requirement on a year-for-year basis.


  • Current, valid licensure as a CPA by the Colorado Board of Accountancy will substitute for the degree requirement and two years of the required experience.

Preferred qualifications that a successful candidate will demonstrate:

  • Previous state government budgeting and legislative experience
  • Ability to assemble financials from a variety of sources and organize data into compelling reports to analyze and obtain business objectives
  • Knowledge of the federal cost principles
  • Knowledge of and experience with the Colorado Operations Resource Engine (CORE) and Performance Budgeting (PB) or similar governmental financial management system
  • Knowledge of the procedures and forms utilized by the Office of State Planning and Budgeting (OSPB)
  • Knowledge of the Fiscal Rules for Colorado
  • Prior experience supporting, monitoring, and ensuring compliance with Federal and State contracts.
  • Ability to analyze data and use the data to persuade others and gain cooperation
  • Experience managing legislative budgeting and fiscal note processes
  • Experience in using spreadsheets, word processing, and relational databases
  • Proficiency in working collaboratively with internal teams and gaining consensus
  • Outstanding skills and abilities in verbal and written communications; ability to adapt a style to fit diverse audiences of varying technical levels, and at various levels within an organization, in groups and individual settings
  • Demonstrated ability to maintain confidentiality and exercise tact, discretion, and sound judgment
  • Strong sense of professionalism, including a strong work ethic and reliability
