Description
Broadband Infrastructure Specialist

The Local Government Division (LGD) partners with local governments, nonprofits, and others to strengthen the ability of all forms of local government and community-based organizations to fund and develop critical services to their citizens. The division provides leadership in local government finance and statewide infrastructure initiatives that help create and retain jobs. We also provide grants, loans, and planning and technical assistance to local governments for community development needs, infrastructure improvements, and economic development opportunities.
This position is responsible for providing advanced professional level financial and technical assistance to Washington's communities and implements the Office of Broadband' s annual work plan. This position develops, negotiates, and monitors the technical aspects of broadband programs utilized by local governments, elected officials, private entities, citizenry, technical experts, federal and state governmental program staff, as well as tribal nations.
DUTIES:
  • Applies federal/state laws, regulations and directives.
  • Monitors contractor compliance with technical aspects of complex contracts, and able to communicate these requirements to recipients and contractors as necessary.
  • Identifies and resolves programmatic, scope of work, or funding condition conflicts, and facilitates/negotiates resolution within state and federal regulations.
  • Ensures all contractor deliverables are obtained and state and federal requirements are met in a timely manner.
  • Notifies supervisor of discrepancies or issues during contract period.
  • Develops, negotiates, and monitors the technical aspects of complex contracts between the Office of Broadband and local governments, non-profits and internet service providers to include negotiating resolutions to discrepancies or issues arising during the contract performance period.
  • Monitors project and contracts as well as enforcing timelines for construction, repair, and restoration of facilities by alerting clients to key project milestones and guiding them through the time extension, project closure, and contract close out processes.
  • Maintains accurate data in proprietary database and CMS system to include scanning and submitting electronic documents and coordinating data correction with database administrator to ensure accurate and timely data.
  • Develops and maintains cooperative relationships with government, business, industry, community organizations and government officials.
  • Provides advanced-level technical assistance to local governments to support the development of local Broadband Infrastructure projects, the state broadband action plan, and other state priorities.
  • Provides outreach and technical assistance to potential clients, stakeholders, and other interested persons on accessing programs administered by the Office of Broadband, the Department of Commerce, and other state agencies in support of the state broadband action plan, and other state priorities.
  • Research programmatic requirements to create and conduct broadband program training, seminar and conference presentations.
  • Organizes and leads technical assistance.
  • Cross trains with staff on selected contract requirements.
  • Consults with other staff to resolve contracting questions and issues.
  • Provides contract management back up for other broadband programs, as needed.
  • Participates in resource allocation process, including review and analysis of applications. Scores project applications to recommend for investment of funds.
  • Conducts review prior to committing funds by evaluating projects in accordance with guidelines to determine eligibility for federal funds investment.
  • Collaborates with agency-wide and intra-agency coordinating groups and initiatives on cross- federal and state agency collaboration efforts and funding of locally identified community broadband projects.

REQUIRED QUALIFICATIONS:
A Bachelor's degree in business, public administration, accounting or related field (professional level experience in the above or program/project management may substitute year for year for the degree).
AND
Three years of professional level experience in community, trade, or economic development with one or more of the following:
  1. Federal/state infrastructure financing (Contract Management)
  2. Grant and loan administration

AND
Intermediate skill level for MS Word, Excel, PowerPoint, databases.
DESIRED QUALIFICATIONS:
  • Experience collaborating, working with, and providing technical assistance to stakeholders including local, state, federal, and tribal partners.
  • Proficient in the use of state agency accounting and finance database system and Microsoft Office applications.

Work from Anywhere In Washington State
This position may be located anywhere within Washington State though occasional travel to a Commerce office building or in-state travel to attend events or meetings may be required. If selected, you will need to travel to pick up equipment and receive instruction. Many Commerce employees work remote or have a hybrid schedule.

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.
Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.
Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.
Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.
Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.
Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.
Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.
Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.
Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.
Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.
Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.
Pay status includes hours worked, time on paid leave and paid holiday.
As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.
Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.
Military Leave
