Description of Work
Position Definition: Performs inspection, review and enforcement duties in assisting in the administration and enforcement of the City's blight prevention and street and sidewalk maintenance ordinances and regulations.
General Duties: Receives oral and written work assignments from the Chief Building Official in his capacity as Blight Prevention Officer. Plans and organizes work according to standard procedures. Provides information to the public regarding the City codes and ordinances pertaining to blight and street and driveway right of way and remediation methods to correct violations. Conducts field inspections related to violations of the blight prevention and street and sidewalk ordinances and documents findings. Gathers documentation regarding the condition of the property including photographs taken before and after remediation. Assists in the preparation of written warning letters and citations for applicable violations. Assists in the preparation for and scheduling of hearings before the citation hearing officers. Prepares documents and provides testimony at citation hearings and other appeal proceedings. Assists in the placing of liens on properties and foreclosure procedures. Supervises and coordinates the work of part-time employees assisting in the enforcement of City codes and ordinances. Reports work accomplished to the Chief Building Official.
Additional Duties: Organizes and maintains electronic and paper records pertaining to inspection and review work. Provides technical consultation to City departments and commissions as needed. Performs related duties as required.
Supervised By: Receives general supervision from the Chief Building Official or Deputy Building Official.

Required Knowledge, Skills and Abilities
Knowledge of State and City anti-blight and right of way regulations, ordinances, and laws. Knowledge of property foreclosure and municipal blight remediation processes. Knowledge of building and construction terms, equipment and techniques used by journeymen in building maintenance trades. Skilled in the use of personal computers and industry-specific software, work processing, and data base systems. Ability to work independently and in a group and to enforce regulations with courtesy and tact. Ability to recognize and define safety, fire and other hazards in existing structures. Ability to effectively interact and communicate with the public and City officials both orally and in writing. Ability to explain code and regulatory information to the public. Physical ability to inspect property. Ability to work in poor weather conditions including heat, cold, rain and snow.
Minimum Qualifications
Completion of high school or equivalent and one year of experience working with the general public in various settings.
Special Licenses/Certifications AND/OR Supplemental Information
License or Certificate: Motor Vehicle Operator's license.
This position is a Grade 12.
