Manages the operations of the Zoning Enforcement Division of the Planning and Zoning Department. Serves as the Town's Zoning Enforcement Officer with the authority conferred by Connecticut General Statutes Chapter 124.
Education and Experience:
- Bachelor's degree from an accredited college or university in Planning, Public Administration, Engineering, or a related discipline, or Associates Degree in related discipline and current certification from the Connecticut Association of Zoning Enforcement Officials (CAZIO);
- Three (3) years of enforcement experience related to land use or construction; and
- Two (2) years of supervisory experience.
Certification from the Connecticut Association of Zoning Enforcement Officials (CAZEO) must be obtained within two years, if not possessed at time of appointment.
Qualifications:
Demonstrated knowledge of State of Connecticut General Statutes related to Land Use and Zoning as well as Federal Emergency Management Agency National Flood Insurance programs.
Demonstrated knowledge of design of buildings, landscape and site planning, erosion control, drainage, and roadway design.
Demonstrated knowledge of architectural or construction drafting and land surveying.
Proven skills in Microsoft Office and industry-related software applications such as ArcGIS or other computerized land use programs.
Proven ability to effectively interpret and apply Zoning and Subdivision Regulations.
Demonstrated verbal and written communication skills, including the ability to create effective reports and presentations.
Proven ability to establish and maintain positive working relationships with colleagues, supervisors, officials and the public.
Demonstrated supervisory skills.
Examination: 100% Training & Experience Assessment
The examination to determine a candidate's eligibility for the position will be a Training and Experience Assessment. This type of examination requires that you completely fill out the application, adding pages for additional relevant information where needed, and attaching any documentation of certificates, degrees, other significant documents, etc. A candidate's eligibility to be interviewed will be based solely on material submitted at the time of application. Once the Eligibility List is prepared no further information may be submitted and no adjustments will be made.
Duties and Responsibilities:
Reviews all building permit applications, site plans, subdivision plans, and surveys of new buildings, additions and alterations to insure compliance with Building Zone Regulations, and Planning and Zoning (P&Z) requirements.
Submits reports to Planning and Zoning Commission as part of interdepartmental approval process.
Issues zoning permits.
Serves as Town's flood Plain Manager and implements the Town's local floodplain regulations to ensure the Town meets the National Flood Insurance Program (NFIP) standards as well as locally-imposed higher standards.
Supervises the Zoning Inspectors in the review of building permit applications, investigations, and processing of zoning violations.
Inspects new construction sites to ensure compliance with approved plans, Building Zone Regulations and Planning and Zoning requirements.
Investigates alleged zoning violations and determines compliance with or violation of applicable zoning regulations; refers violations to Law Department.
Testifies in court as needed.
Coordinates the applications submitted to the Planning and Zoning Board of Appeals (PZBA) and performs field inspections to determine compliance with PZBA requirements.
Supports the Planning and Zoning Board of Appeals by preparing calendars, agendas, applications, decisions, legal notices and appeals.
Provides consultation and guidance tomembers of the public, attorneys, architects, planners and engineers concerning the Building Zoning Regulations.
Assists in preparing the fiscal budget for Zoning Enforcement Division and the Planning and Zoning Board of Appeals.
Supports Town policies and philosophies.
Performs other related work as required.
