Position Summary
The Assistant Program Director for NYAP's La Jornada (The Journey) Program focusing on Long-Term Foster Care (LTFC) will be responsible for assisting the Program Director to ensure the delivery of long-term foster care services to unaccompanied minors transferred from the federal government's Office of Refugee Resettlement (ORR) shelters, transitional foster care, or specialty ORR programs.
Under the general oversight of the Program Director, the Assistant Program Director provides support assisting the Program Director with programmatic, administrative, financial, and operational systems related to the provision of care and services; serves as secondary liaison with ORR; produces and delivers regular and timely reports; establishes a respectful and supportive workplace environment; and elevates issues or concerns.
RESPONSIBILITIES
The Assistant Program Director will perform duties including, but not limited to:
  • Performing all work in a manner consistent with the National Youth Advocate Program's mission, values, and philosophies
  • Advocating on behalf of minors and youth service systems via participation in individual and systems advocacy.
  • Providing supervision, guidance and consultation to the Lead Case Manager and other managers as assigned, and provide direction on cases.
  • Promoting, encouraging, and assisting the case management team, directly supervising the in developing innovative programs and implementing special projects to better serve minors and their families.
  • Serving as a liaison between Program Director, case management team, and ORR staff.
  • Conducting program evaluation and data analysis activities to assess the effectiveness of agency services to youth and their families.
  • Preparing reports on agency licensure, regulatory, and compliance reviews.
  • Responsible for planning and coordinating statewide functions, including trainings and conferences.
  • Assisting in program development activities including referral agency contacts throughout the state to further develop services and referrals to NYAP.
  • Presenting at least one workshop at a national or statewide conference on Foster Care and advocacy.
  • Performing other duties as requested.

MINIMUM QUALIFICATIONS
  • Bachelor degree in education, psychology, sociology or other relevant behavioral science field.
  • Five (5) years of progressive experience in social services or childcare agency or organization.
  • Two (2) years of experience in an administrative and/or supervisory role in youth services.
  • Bilingual English/Spanish fluency is required.
  • Must have a valid driver's license, reliable transportation, automotive insurance, and a good driving record.
  • Minimum automobile insurance coverage of $100,000/300,000 bodily injury liability.
  • Proficient use of desktop and laptop computers, internet search, people management programs, smart phones and tablets, printers, fax machines and photocopiers as well as software including word processing, spreadsheet and database programs.
  • Provide excellent internal and external customer service focused on caring for people, connecting communities, and promoting peace.
  • Effective problem-solving and decision-making skills.
  • A willingness to work flexible and non-traditional hours with a possibility of being on call on nights/weekends, in the service of foster caregivers, families of origin, and persons served.
  • Must be able to organize, navigate, and physically escort youth to various travel destinations possibly including airlines, trains, and buses. Travel includes out-of-state trips up to 25%-30% to unify youth with families.
  • Must be able to embrace working as a diverse team both effectively and respectfully with persons of any background, race, color, religion, sexual orientation, ability, national origin, or culture.
  • Must possess good verbal, listening, and written communication skills.
  • Proficient use of desktop and laptop computers, Microsoft Office Suite including Word and Excel, internet search, people management programs, smart phones and tablets, printers, fax machines and photocopiers as well as software including word processing, spreadsheet and database programs.
