BASIC FUNCTION(the primary purpose of this position):

The Senior HR Generalist - Benefits Administrator is responsible for managing group health & retirement benefits, leaves of absences and workers compensation programs for multiple business units personally or through support staff. Drives organizational excellence through improvement of practices and provides support in other areas of the department.

PRINCIPAL ACTIVITIES & RESPONSIBILITIES:

Group Health Benefits

  • Manage CEDCO's enrollment into the Tribe's self-funded health plan to include tracking eligibility, presenting in group enrollment meetings, processing enrollments, changes and terminations assuring compliance with Plan documents to include the 125 Plan.
  • Enter benefit information into the HRIS system and manage ACA module for proper 1095-C processing.
  • Educate employees with benefit plans(s) coverage issues for maximum understanding and proper utilization; assist employees resolve benefit inquiries or issues.
  • Partner with self-funded plan administrator in the facilitation of group health care coverages and changes.
  • Interact with payroll regarding personnel changes in regard to benefit deductions and voluntary deductions for benefit offerings.
  • Coordinate annual Open Enrollment by developing a communication campaign to announce plan changes; updating the HRIS system to support payroll changes; and managing the flow of information.
  • Work closely with human resources support staff for clerical and administrative flow and delegation.

Life & Disability

  • Processes life and disability insurance enrollment in the HRIS system; ensure proper forms are completed; process changes due to position status updates; and ensure accuracy of information.
  • Processes disability claims working closely with the vendor, payroll and the employee. Utilize the vendor's electronic system to facilitate claims information.
  • Consult with insurance broker and vendors to analyze utilization of benefit plans for renewal purposes. Analyze new vendor options partnering with HRD and recommend plan changes.
  • Work with HRIS vendor to update changes in benefit plans, costs, and other enhancements.
  • Manage workers' compensation claims including developing light duty work under the return to work program. Work with the vendor on claim response and management.
  • Facilitates interactive conversations regarding workplace accommodation.

Leaves of Absence

  • Act as primary contact for Leave of Absence management; assure that federal FMLA is applied in accordance to law and handles the FMLA application and certification process and department procedures.
  • Administers Personal Leave of Absences coordinating with payroll and department management as appropriate.
  • Updates the HRIS system with applicable leave information.
  • Manages end of leave options working closely with other Human Resources staff members.

Retirement Plan

  • This position is the Plan Administrator for the 401(k) plan afforded through a third party vendor; assures that provisions of the Plan such as enrollments, changes, withdrawal requests, and required notifications are executed properly.
  • Works heavily in the retirement plan system addressing tasks, notifications, review of contribution changes, and ensures continuity with the payroll department.
  • Coordinates education opportunities with the Plan broker and vendor.
  • Directs the activities of the 401(k) Committee assuring that the 401(k) Plan is administered with appropriate fiduciary responsibility.

General/Regulatory/Safety

  • Promote a clean, safe, healthy and friendly work environment for employees and guests; report and direct safety issues to Safety Committee.
  • Partner with Security on accident claims and update the HRIS system for OSHA log tracking purposes; generate annual OSHA reports. Participate in OSHA general inspections or investigations partnering with executive management.
  • Assist Finance to assure federal tax forms such as 5500 forms are completed for applicable benefit plans; assure benefit Plan Documents are maintained and distributed in accordance with various plan provisions.
  • Provides support in the areas of employment relations, recruitment, onboarding and special projects as assigned by the HRD.
  • Partner with management in the consistent application of all human resources practices and provide training and support on HR initiatives and programs.
  • May train support staff to assist with clerical and administrative tasks as it relates to the position. Manages the confidential medical and leave files.
  • Updates and maintains the Benefit Operations Manual.
  • Other duties as assigned.

POSITION REQUIREMENTS (objective educational or technical training required; skills; and years ofexperience):

  • Four year degree in Human Resource management, Finance or related field - or a combination of closely related work experience, training, education and/or certification.
  • HRCI-PHR/SPHR, SHRM-CP/SCP, THRP or a certified employee benefit specialist or retirement plan certification desirable.
  • Three (3) years of experience administering group health and voluntary benefits in a similar size property required to include experience with defined retirement plans.
  • Two (2) years of experience handling workplace conflict, employee relation matters and recruitment strongly preferred.
  • PC literate with high proficiency in MS Office, HRIS system experience with Paylocity or similar system preferred. Experience working in a retirement plan system preferably integrated with an HRIS.
  • Thorough knowledge of general laws, principles, practices and trends related to federal leave laws (FMLA), employment law such as ADA, benefits and IRS/regulatory laws and compliance.
  • Ability to exhibit sensitivity to needs of employees with a friendly and approachable demeanor and strong customer service orientation.
  • Meticulous work habits, organization and attention to detail a must.
  • Excellent oral and written communication skills with the ability to speak effectively in large and small group settings. Ability to handle multiple tasks, prioritize workload, and meet varied deadlines.
  • Ability to handle highly sensitive information with tact and confidentiality.
  • Valid driver's license with ability to be insured through the property insurance program.
  • Must pass and remain in compliance with Coquille Gaming Commission background check and drug free work place policies

This position is primarily non-remote with some flexibility after fully established in role. Ability to work weekends, holidays and evening hours as business demands. While performing duties of this position, employee is required to sit for extended periods, and frequently walk, and use hands to; finger, handle, or feel objects, tools or controls. Occasionally stand. Ability to manage stress appropriately, make decisions under pressure, manage anger, fear, hostility and violence of others appropriately. The casino work environment may expose you to second hand smoke on a regular basis.
