The City of Gresham's Human Resources (HR) team has a current opening for a Benefits and Leaves Administrator (6275 - Human Resources Analyst Senior) to join our team! Position Description
This position is responsible for the design and administration of the City's benefits program; for the management and administration of protected leaves (FMLA, OFLA, PLO, ADA); for directing and planning the day-to-day operations related to Benefits and Leaves administration. Benefits program includes group health, dental, vision, short-term and long-term disability, life insurance, travel and accident plan, flexible spending plan (FSA), HRA Veba, retirement plans and deferred compensation. The position reports to the Human Resources Director and is the City's liaison with our benefit vendors, employees' and retirees' contact for all things benefits, and the employees' contact for leaves administration.
What you will get to do:
Provide benefits education and customer service: conduct benefits education sessions - new hire, open enrollment, deferred compensation, or as needed; respond to inquiries related to benefits, deferred compensation and vendor verifications; escalate issues as applicable to carriers and/or our benefits consultant/broker; coordinate trainings related to all benefits, wellness and retirement programs; assist employees with benefits enrollment; reviewing and updating employee and benefits information; working with managers and supervisors to deliver requested wellness/benefits topic specific trainings/sessions.
Benefits records maintenance: maintenance of benefit records for all employees annually during open enrollment and routinely for employee qualifying events - new hires, new benefits, family status changes, and all related plan activities; audit and analyze enrollment data regularly for accuracy; system entry and migration to employee access portal and communication to various insurance carriers.
Benefit compliance: responsible for plan compliance including posting plan documents and legal notices; provide Medicare Part D creditable coverage reports and letters; remain knowledgeable and current on compliance requirements, especially for self-funded plans; conduct an annual HRA Veba vote providing notice on how paid time off (PTO) will be paid at separation for a designated employee group; track and identify Affordable Care Act (ACA) eligibility and process 1094 and 1095 reporting; ensure plans, programs and policies are in compliance with federal, state and local regulatory requirements; and administer monthly billing of all benefit programs including reporting and cost breakdowns.
Plan design and renewal: based on various considerations including consultant advice, knowledge of current benefits marketplace and the City's population, polices and collective bargaining agreements, make recommendations about changes in the City's benefits program and/or whether to accept proposed vendor changes. Conduct employee surveys to gather information on their experiences and gain insights.
Retirement plan administration: plans, organizes and coordinates the City's retirement plan programs including pension plan administration (PERS) and Deferred Compensation Plan (457b) administration and retiree open enrollment. Administers and directs deferred compensation data within the City's payroll system. Serves as a liaison to employees, vendors, deferred compensation committee and consultants and as the designee which includes all aspects of the administration of the retirement plans.
Protected Leave Administration: process and administer protected leaves for employees including FMLA, OFLA, PLO, ADA, military leaves, short- and long-term disability; and communicate leave status updates, needs, and responsibilities with all stakeholders to include payroll, managers and employees.

Team player: demonstratable ability to build and maintain relationships within immediate and cross-functional teams within the organization; actively contributes and collaborates with the HR team to complete tasks, meet goals and/or manage projects; seeks ways to add value to team success.
Problem solving and decision making: proven track record of problem solving, ability to evaluate each situation, consider risks associated with each course of action identified and selects the viable option in order to address problems and/or identify opportunities.
Public speaking: demonstratable public speaking skills to relay information to all levels of the organization by preparing meaningful, thorough, and educational presentations supported with written materials and/or visual tools for in person and/or virtual sessions.
Qualifications
Knowledge of:

MINIMUM QUALIFICATIONS
  • A bachelor's degree in public or business administration, human resources management, or related field
  • Three (3) to six (6) years of experience in designing and administering Benefits and retirement programs, managing and administering protected leaves, and/or related experience.

Or any combination of seven (7) to ten (10) years of related education, training, and/or experience which provides the required knowledge, skills and abilities is qualifying.
Preferred Qualifications:
  • Professional certification in Human Resources, including but not limited to CBP, PHR, SPHR, SHRM
  • Public sector experience
  • Experience working with self-insured benefit programs in a unionized environment
  • 6-7 years of experience in designing and administering Benefits and retirement programs and managing and administering protected leaves.

The City provides full family, comprehensive medical and dental insurance. Vision and prescription coverages are included in the medical plans. Most limited term and regular status employees who work at least 30 hours per week pay nothing for their medical and dental coverage.
