The Department of Health Care Policy & Financing (HCPF) oversees and operates Health First Colorado (Colorado's Medicaid Program), Child Health Plan Plus (CHP+), and other state public health programs for qualified Coloradans. We are looking for a Behavioral Health Rates Analyst to join our Waiver and Fee Schedule Rates Sectionteam!


The Waiver and Fee Schedule Rates Section develops rate-setting methodologies, sets and determines rates, and implements rates for Long Term Services and Supports (LTSS), Medicaid State Plan Services, and Home and Community Based Services (HCBS). Rate development must comply with all applicable state statutes, federal regulations. The Waiver and Fee Schedule Rates Section utilizes many data sources in order to develop provider rates, such as claims and eligibility data, cost reports, Medicare rate information, private payer and other states Medicaid rate information. The section evaluates, validates and reconciles utilization and claims data for the purpose of rate development, rate methodology evaluation, and payment reform. The Waiver and Fee Schedule Rates Section develops contract maximums, determines contractor reimbursement, and incorporates contract rate methodology into vendor contracts. The Waiver and Fee Schedule Rates Section plays and important role in working toward the Department's mission to improve access to cost-effective, quality health care services for Coloradans.

We are onboarding new employees using a hybrid approach. The Department supports flexible work arrangements. Depending on the business need and description of the position, we have options that range from fully remote, hybrid, to full-time in the office. What you'll be doing:
The Behavioral Health Rates Analyst position exists to perform reimbursement to Medicaid state plan Behavioral Health services. This position works closely with supervisors and more senior staff to gain knowledge and understanding of Medicaid State Plan Behavioral Health reimbursement in the areas of rates, policy, regulations, statutes, and procedures for both internal and external stakeholders. Position calculates Medicaid state plan Behavioral Health reimbursement rates, implements annual rate changes, and evaluates and researches stakeholder and committee recommendations. Position develops and completes analyses and reports related to Medicaid state plan Behavioral Health reimbursement, healthcare outcomes, and utilization for both the current reimbursement methodology and any proposed reimbursement methodologies and implements changes to Medicaid state plan reimbursement.

H8G2XXRATE OR FINANCIAL ANALYST I

MINIMUM QUALIFICATIONS:


Education and Experience:Bachelor's degree from an accredited institution in mathematics, economics, statistics, finance, or a field of study related to the work assignment.

AND

One year of professional experience working with large data sets, developing and presentation of statistics to a variety of audiences, and technical writing to support analysis or other work related to the work assigned to the position.


PREFERRED QUALIFICATIONS:

  • Familiarity with Windows platforms;

  • Experience with Microsoft Office (Primarily Word and Excel);

  • Experience with Google products;

  • Experience using Oracle, SQL, R, or STATA

  • Previous State experience performing work similar to this position.


DEFINITION OF PROFESSIONAL EXPERIENCE: Work that involves exercising discretion, analytical skill, judgment, personal accountability, and responsibility for creating, developing, integrating, applying, and sharing an organized body of knowledge that characteristically is uniquely acquired through an intense education or training regimen at a recognized college or university; equivalent to the curriculum requirements for a bachelor's or higher degree with major study in or pertinent to the specialized field; and continuously studied to explore, extend, and use additional discoveries, interpretations, and application and to improve data, materials, equipment, applications and methods.

CONDITIONS OF EMPLOYMENT

  • All positions at HCPF are security sensitive positions and require that the individuals undergo a criminal record background check as a condition of employment.

  • Employees who have been disciplinary terminated, resigned in lieu of disciplinary termination, or negotiated their termination from the State of Colorado must disclose this information on the application.

Comparative Analysis Process

The comparative analysis process will consist primarily of a review of applications against the minimum and preferred qualifications of this position. Depending on the size of the applicant pool, additional selection processes may be utilized to identify a top group of candidates. Applicants will be notified of their status via email.
