The Business Programs Division is committed to making it easier to do business in California. With bizfile California, the Secretary of State's new online portal, registering a business, filing a trademark or financing statement, or accessing public business records only takes a few clicks. These services are available 24/7 and are constantly improving, freeing up California's entrepreneurs to focus on their business endeavors while the SOS handles the paperwork. The SOS is located in downtown Sacramento near Light Rail, Downtown Commons (DOCO), Golden 1 Center, and other amenities.

The California Secretary of State's Business Programs Division is recruiting to fill multiple permanent, full-time Associate Governmental Program Analyst positions in the Automation & Support Section of the Business Programs Division. The Secretary of State will consider the Staff Services Analyst classification for recruitment purposes. Duties will be commensurate with the level of the classification hired.
Under the general direction of a Staff Services Manager I and Staff Services Manager II, this position will work collaboratively with all levels of Business Programs Division and Information Technology Division staff and management to assist in business automation application development. Duties encompass the areas of policy and program evaluation, system development and modification, testing and implementation, and planning and research. The incumbent is responsible for developing and applying program knowledge and analytical techniques as they relate to automation development, testing and maintenance for furtherance of the Business Programs Division automation or as required by statute.
Desirable Qualifications:

  • Experience with business process decomposition and improvement.
  • Proficiency using Microsoft Office applications (e.g., Word, Excel, PowerPoint, Outlook and Visio),and Adobe Acrobat.
  • Experience working on a team project, team building, or team management with strong collaborative skills, while interacting effectively with all levels of departmental personnel.
  • Ability to think independently, analyze and solve complex problems and recommend an effective course of action. Ability to create, review and edit clear and concise written reports.
  • Ability to make presentations to a variety of audiences.
  • Experience with automation development tools and project management.
  • Capable of creative and flexible thinking and have a good understanding of organizational techniques and time management skills; including techniques for prioritizing multiple projects to ensure completion by established deadlines.
