ABOUT UT SOUTHWESTERN MEDICAL CENTER

Job Summary
The Associate Vice President of Information Resources will work under limited supervision in the analysis, design, planning, implementation, and maintenance of all facets of the information technology infrastructure within Information Resources. Also, plan, coordinate, and direct all daily operational activities of IR technology infrastructure and provide direction and solutions that enhance mission-critical operations of the IR department.
Reporting to the UT Southwestern Institutional Chief Information Officer, work closely with other IR Assistant and Associate Vice Presidents and other key business decision-makers in identifying and implementing cost-effective technology solutions for all aspects of the business. This position oversees the network, telecom, servers, operating systems, and central storage operations used by the University's mission critical applications. These resources may be 'on premise', remotely operated, or cloud based.
Job Duties
  1. Work closely with the IR Chief Enterprise Architect and AVP Leaders to develop and maintain the IT department's strategic road map, ensuring information technology capabilities continually support the overall business's goals and objectives.
  2. Work closely with the AVP Leadership team to create and implement IT policies and procedures that enable strong security and risk-management capabilities.
  3. Explore new technologies and software as appropriate and in conjunction with AVP IR Leadership, oversee the architecture and implementation of ongoing support of the network, servers, and communications infrastructure in order to ensure high performance of the IT department.
  4. In cooperation with the Chief Information Security Officer and the Associate Vice President for Safety and Business Continuity, create and implement an IR business continuity and disaster recovery plan.
  5. Oversee management of the University's IT operational activities. These activities include, but are not limited to, performance monitoring, planned/emergency upgrades, patching as needed, etc. Continually explore technologies and techniques leading to more efficient operations.
  6. Oversee operation and monitoring of mission critical server resources with a strong emphasis on virtualization whenever practical.
  7. Establish security architecture and implement procedures and controls that ensure information and data are secure and in compliance with the security and storage regulations of UT Southwestern.
  8. Work to analyze, enhance, and tailor current practices and existing systems in order to increase operating efficiencies as well as reduce and cut costs within Information Resources.
  9. Oversee operation and management of the University's central data storage facilities, including on site data center, as well as management of database administrators servicing the University's central applications suite.
  10. Work closely with the Chief Enterprise Architect to establish and document operational standards and procedures for the implementation of technical solutions.
  11. Establish operational and capital budgets in order to address the needs of various areas of the IT department. Ensure adherence to overall financial objectives track the annual divisional expenditures.
  12. Manage the University's Identity and Access Management operations.
  13. Manage the internal UTSW CoLo (Co-Location) site used by various university departments. Assist in disaster recovery rehearsals and oversee the configuration, management, and oversight of university computing assets at the off-site DR/CoLo center.
  14. Direct the installation of required hardware/software configurations as new enterprise systems are implemented. Manage resources tasked with troubleshooting activities and assisting users in defining requirements and costs for proposed new systems procurement. Oversee administration of the University's Office 365, Exchange, and Outlook platforms.
  15. Prepare annual capital and operating budgets for IT Operations. Serve as liaison and negotiator with university vendor partners.
  16. Participate as needed in IR departmental and University strategic planning initiatives, as well as UT System interactions and initiatives. Manage projects using tools, techniques, and practices adopted by the Information Resources Department.
  17. Organize IT operations and personnel for optimal performance. Create and sustain a strong technical organization that includes viable succession planning and cross training for key roles.
  18. Perform other duties as assigned.

Experience and Education
Required:
Bachelor's degree and ten (10) years progressively responsible related technology infrastructure and leadership experience required.
Preferred:
Experience in a healthcare or an academic medical center.
Working Conditions
Work is performed primarily in general office area.
Any qualifications to be considered as equivalents in lieu of stated minimum require prior approval of the Vice President for Human Resources, or his/her designee.
