Job Description and Duties

Under the direction of the Program Manager I, Response Personnel Unit (RPU), the Associate Governmental Program Analyst (AGPA), coordinates and collaborates state agency training partners, consultants Disaster Healthcare Volunteer (DHV) and other work groups in order to manage training needs assessments. Develops, implements, evaluates, analyzes, updates, and maintains RPU policies and procedures utilizing state and federal laws, rules, regulations, EMSA’s policies, procedures, and guidelines. Reviews, analyzes, processes, and prepares the most difficult and complex responses to a variety of forms, documents, and correspondence pertaining to federal, state, homeland security, disaster, and non-disaster grant programs.


The AGPA performs the more responsible, varied, and complex technical analytical assignments. This program is one of the Governor’s Disaster Preparedness Initiatives which is critical to EMSA’s basic missions.

The mission of EMSA is to prevent injuries, reduce suffering, and save lives by developing standards for and administering an effective statewide coordinated system of quality emergency medical care and disaster medical response that integrates public health, public safety, and healthcare.
