Job Summary:
The Department of Information Services at SUNY Downstate Health Sciences University is seeking a full-time Associate Director of Computing Services. The successful candidate will:
Under the direction of the Director of Revenue Cycle, the Associate Director of Computing Services is charged with providing ongoing support of complex systems that run patient accounts, billing and the interfaces. This individual will work collaboratively with others in the Division, as well as with members of the user community (Business Office, Admitting, Clinic Registration, etc.), and may interface with vendors on an as-needed basis. May require 24/7 rotating support.
- Provide IS project management for Eagle mainframe support, maintain system reliability, work with vendor to troubleshoot issues, and manage the implementation of system enhancements.
- Manage, update and test programs in Eagle for interface HL7 transactions, both inbound and outbound.
- Monitor, maintain and update Eagle billing system.
- Installation of LWPs into Eagle system, test and move to production updates from Cerner.
- Program and update Eagle Accu-link programs based on system requests.
- Create and modify nightly automated batch jobs, including Accu-links, FTPs, and daily/weekly/monthly billing and accounting jobs, and all downloads
- Create and modify existing reports using Eagle Report Generator, Crystal, and Easytrieve. Establishing and maintaining schedules and recipient lists for these records.
- Design, code and compile new programs or modifications to existing programs.
- Prepare job control language and procedures for execution of programs written.
- Complete operations and system documentation.
- Perform desk checking of new or modified programs.
- Obtain or create test data for thorough checking of program function.
- Process remittance files
- Support Forms on Demand (manage requests such as add new forms, and provide support for downtime issues).
- Support new and ongoing Interface operations, meet with other system groups for proper integration.
- Review and analyze user requests for Computing Services. As necessary, meet with user department personnel to participate in system development and specification clarifications.
- Train and oversee other staff (particularly other Programmer/Analysts) as appropriate, evaluate team members as per Program/Analyst job description, and perform administrative tasks necessary to the proper functioning of the Department.
- Manage and supervise staff on given assignments and projects.
- Review and develop Department guidelines for good programming techniques.
- Be available for off-hour support.
Required Qualifications:
- 10+ years of satisfactory experience in Information Technology (IT) including mainframe programming, applications development, systems development, data communications and networking, database administration, data processing, or user services required.
- Certifications required.
- Functional knowledge of hardware, servers, interfaces, program languages, software, operating systems.
- A good knowledge of mainframe programming -- JCL and Easytrieve.
- A good knowledge of Cerner's Eagle 2000 application, LWP's, RG's, Accu-link and Accu-image.
- Familiarity with Crystal reports.
- Supervisory experience to manage programmers and operation staff.
- Good analytical and technical skills to examine, evaluate and analyze system problems and user processes and procedures, and to develop solutions; as well as to develop creative approaches to information systems issues and problems.
- Willingness to learn new programming techniques, software languages and flow of existing systems as required in performance of the job.
- Excellent oral, written and interpersonal skills, including ability to speak in front of a group and make presentations.
- Team builder and motivator.
Preferred Qualifications:
- Bachelor's Degree in computing programming.
- Experience in a health care or academic environment.
Work Schedule:
Monday to Friday; 9:00am to 5:00pm
