DEPARTMENT/PROGRAM SUMMARY
The College Assistance Migrant Program (CAMP) is a federally funded educational project designed to provide migrant and seasonal farmworker students with support services that will allow them to complete the first year of college and persist to the baccalaureate degree. CAMP is an essential component of the College Support Programs Department. The main objective of CAMP is to increase the university success of youth from migrant and low-income backgrounds. The CAMP Associate Director will work closely with academic departments, administrative units, and students to develop strategies, policies, and programming to support current and former CAMP participants.
POSITION SUMMARY
The Associate Director, under the general direction of the Director for College Support Programs is responsible for the overall implementation of the project, overseeing the day-to-day operations of the project, including planning, administering and supervising staff; serves as the project's chief liaison to community partnerships; educational partnerships; and target area communities; works with other campus service providers to develop programming and support programs for participants; is the primary facilitator for school, family and community support for CAMP participants. This position handles sensitive and/or confidential documents and information where judgement and discretion are essential. Therefore, ensuring confidentiality of all program records and other sensitive information is required.
Examples of Duties
ESSENTIAL DUTIES AND RESPONSIBILITIES include. but are not limited to. the following:
  • Implements, supervises, and evaluates project activities.
  • Recruits, hires, trains, supervises, and evaluates CAMP staff.
  • Develops and conducts training workshops for staff.
  • Serves as a liaison to other student support service departments and academic units on campus, community agencies and organizations.
  • Consults with participants, faculty, community advocates, and advisors to monitor participant's progress. 6. Plans and coordinates career exploration activities, internships and mentorship opportunities for project participants.
  • Plans and coordinates all social, cultural and leadership opportunities for project participants.
  • Plans, coordinates and implements all heath and counseling services for project participants.
  • Oversees participant and project record keeping and databases to ensure compliance with grant regulations.
  • Prepares the Annual Performance and Progress Reports to the U.S. Department of Education and CSUMB; as well as other reports for the California State University system and university.
  • Assists with researching, preparing and submitting proposals for renewal of project funding.
  • Coordinates and supports collaborations/partnerships with the Monterey County Office of Education.
  • Uses good judgment to resolve problems where guidelines and precedents do not exist. Independently determines approaches and techniques to utilize in advisement situations and, within established parameters.
  • Plans and monitors expenditures for appropriate and effective fiscal management of budget resources. Plans and projects program budget expenditures, and establishes proper and required paper documentation for all project expenditures.
  • Handle sensitive and/or confidential documents and information where judgement and discretion are essential.
  • Ensure confidentiality of all program records and other sensitive information.
  • Collaborate with other College Support Programs (CSP), other CSUMB departments, and community organizations to enhance the services and opportunities for CAMP students.
  • Take part in and arrange for CAMP staff to participate in state, regional or national conferences sponsored by the U.S. Department of Education and the Office of Migrant Education HEP/CAMP meetings, as the grant budget may allow.

OTHER FUNCTIONS
  • Promotes and maintains an atmosphere of excellent internal and external customer service within the department and the campus community.
  • Attends workshops, conferences as needed.
  • Performs other duties as assigned.

KNOWLEDGE, SKILLS, AND ABILITIES
General knowledge of the principles, practices and strategies currently used in improving access and retention support to youth from migrant and low-income backgrounds thorough knowledge of the basic principles of individual and group behavior. General knowledge of individual counseling techniques. Working knowledge of research and observation techniques for the purpose of recording, classifying, and interpreting factual information. General knowledge of the techniques and methods of interviewing.
General knowledge of the basic principals, practices and major trends in academic advising. Ability to rapidly acquire a working knowledge of the specific objectives of the CAMP program and the program's relationship to the total campus orientation. Ability to interpret and apply US Department of Education program rules and regulations. Ability to analyze complex situations accurately and adopt effective courses of action. Ability to advise students individually and in groups on complex matters. Ability to determine appropriate courses of action and proper techniques to utilize while engaged in sensitive situations. General knowledge of the principles of personnel management and supervision and ability to effectively utilize supervisory skills. Ability to gather and analyze data. Ability to reason logically, draw valid conclusions and make appropriate recommendations. Ability to participate in and contribute to group meetings, conferences, and interviews. Ability to present clear and concise information orally and in written reports. Ability to establish and maintain cooperative working relationships with faculty, staff, student organizations, and other private and public agencies. Ability to work effectively and interdependently in a diverse university environment. Ability to maintain budget analysis and reconciliation. Ability to interpret and apply federal, state, and university policies and regulations pertaining to academic achievement. Ability to use initiative and resourcefulness in planning, work assignments and in implementing long-range program improvements. Knowledge and understanding of Title V, E.O. 595, 665, 405, and CSUMB Admissions and Financial Aid policies.
Qualifications
MINIMUM QUALIFICATIONS
Education and Experience:
Equivalent to a Bachelor's degree in Education, Counseling, School Administration, College Student Personnel, or related field AND two years of increasing supervisory experience in areas relating to designing, managing, and implementing educational programs for disadvantaged youth. Master's degree preferred.
Additional specialized experience during which the applicant has acquired and successfully applied the knowledge and abilities shown above may be substituted for the required experience on a year-for-year basis.
DESIRABLE QUALIFICATIONS
  • Demonstrated understanding of and commitment to the CSUMB Vision Statement and the core values of mutual respect, collaboration and service orientation, multiculturalism and diversity, community service and institutional excellence.
  • Bilingual, English/Spanish. Writing and oral communication skills in both English and Spanish preferred.
