Description:

The Legal Vice Presidency (LEGVPU) is responsible for providing legal support to internal and external A Multilateral Development Bank clients on operational, advisory and corporate matters. The Operations Policy Unit (LEGOP), under the Chief Counsel, provides advice and expertise on operational policies in support of the development, implementation and application of operational policies, as well as provision of advisory and specialized legal services (including elaboration of global public goods), as described below. LEGOP works closely with Operations Policy and Country Services (OPCS) Vice Presidency and other corporate as well as operational units, as well as with LEG Management, and provides additional, topic-specific advice and assistance to country lawyers regarding operational policies and specialized legal advice as they relate to specific financing operations. In addition, LEGOP helps to ensure that all A Multilateral Development Bank activities comply with the institution's Articles of Agreement, as well as its operational policies and procedures.
LEGOP also serves as knowledge center within the Legal VPU, leveraging partnerships inside and outside A Multilateral Development Bank to promote cross learning among practitioners to respond to client needs. It contributes to A Multilateral Development Bank's knowledge agenda through the following contributions:
  • Generation of the Legal VPUs' own knowledge products.
  • Overseeing LEG VPU databases and knowledge sources.
  • Organization of a wide range of international events.
  • Contribution to the development of Bank products.

The selected candidate will work under the general supervision of the Chief Counsel, with day-to-day guidance provided by one or more Lead or Senior Counsels. The Associate Counsel will be a lawyer who can operate independently to handle legal, operational and policy issues related to the Bank's operations while working collaboratively with other lawyers within the Practice Group and LEG as a whole.
The location of the duty station will be Washington, D.C.
Duties & Accountabilities:
The Associate Counsel position requires demonstrated ability of analytical skills, to work harmoniously in a team, and to exercise good judgment. The level and quality of these skills will be a determining factor in the selection for the position, and references will be given consideration in this determination.

The Associate Counsel will be expected to handle the following areas of responsibility:
  • Assist with the development and implementation of knowledge, strategy and research agenda of the LEGVP.
  • Work on the knowledge development and management agenda of the LEGVP based on the information and data generated within LEGVP.
  • Organize legal knowledge events (i.e., brown bag lunches, knowledge clinics and seminars, operational trainings with the LEGVP and external clients)
  • Maintain a user-friendly, accurate, and up to date LEGVP online platform through constant review and intermittent postings.
  • Provide research assistance and analysis on multifarious issues to the LEGOP.
  • Support the generation and maintenance of cutting-edge knowledge and access to global expertise through diverse knowledge management products, databases, and activities.
  • Work to advance the LEG VPU's knowledge management agenda and use of technology.
  • Perform ad hoc assignments as requested by the manager or designated Lead/Senior Counsel.
  • Help build and maintain relationships with key stakeholders across LEG and WBG by sharing knowledge and useful tools for greater collaboration and coordination.
  • Assist in coordinating communications and knowledge flow across various communities of practice and knowledge networks in WBG in collaboration with the Chief Counsel.

Selection Criteria:
Preferred Education/Experience:
  • An LLB degree, J.D. or equivalent, with at least three years relevant experience, and admission to the Bar (or equivalent) in at least one jurisdiction is required.
  • Excellent oral and written English skills required. Additional languages (French, Spanish, Arabic or Portuguese) are a strong plus.

General competencies required:
  • Excellent legal research, writing, drafting, analytical and communications skills.
  • Excellent interpersonal skills.
  • Excellent legal drafting skills, including of agreements, legal memos:
  • Excellent presentational skills including the use of latest presentation and data analytics tools.
  • Familiarity, ability to learn and adapt to the use of technology, specifically on legal operations, including AI tools.
  • Familiarity in the use of varied legal research sources (including electronic sources on the internet) and other databases.
  • Proven ability to operate effectively as a member of one or more teams; must be a self-starter and collaborate well with others; ability to exercise sound judgment in recognizing what issues to bring to the attention of the Chief Counsel and/or another supervising Counsel, and which to handle autonomously.
  • Proven ability to deal sensitively in multicultural and multi-ethnic environments and build effective working relationships with clients and colleagues.
  • Ability to supervise and work with local counsel in a collaborative and collegial way; and
  • Ability to work under time pressure and to juggle multiple tasks within tight deadlines.

Other competencies required:
