Position Summary:
The Research & Evaluation team within the Strategy/Operations area works with all divisions in the Foundling to develop, direct and support agency-wide functions and initiatives focusing on assessing, describing and disseminating information that increases understanding of the performance and impact of the Foundling’s interventions and programs. The team will work with available data sources/tools and apply research methods to conceptualize, develop, implement, and manage original evaluative and analytic projects driven by priorities established by senior leadership. In addition, the team will produce, coordinate and staff the agency’s on-going program performance/impact review with senior leadership and ensure integration with the agency’s on-going performance management process.

The essential duties of the AVP include:
- Work directly for the VP of Analytics and Evaluation to perform sophisticated analyses drawing on different types of data and employing a range of statistical/analytic methods. These analyses focus on critical issues/concerns related to the organization’s strategic goals and initiatives and can involve anything from program performance/services (e.g. adoption from foster care), business operations (e.g. HR) or external factors (e.g. community or population indicators).
- Create and disseminate analytic products (e.g. memo, presentation deck) summarizing findings to Senior and Program leadership in support of organizational and strategic decision-making, quality improvement, advocacy and greater impact
- Work with business intelligence tools to analyze key performance trends in order to understand impact and inform strategic direction at the program and agency levels.
- Analyze program performance data, compile/summarize results, and prepare analytic products for dissemination to internal stakeholders in support of periodic review by Senior staff
- Conceptualize and perform higher level analytics in response to questions/concerns generated through a variety of pathways (e.g. senior leadership, trend analysis, new/emerging issue).
- Oversee the on-going program evaluation function and practices through applying various methodologies – both quantitative and qualitative – to collect, organize and analyze relevant data in order to understand performance and impact of programs and interventions on individuals and populations. Prepare reports and other tools to relevant stakeholders – both internal and external. This includes
- Manage/coordinate evaluation component of SAMSHA grant supporting Trauma Systems Therapy
- Devise and coordinate evaluation component for new/pilot programs funded in a variety of ways (grants, public agencies, private donations)
- Curate community indicator data tools and build/enhance the agency’s capacity to apply these tools to understand population or community need in support of the agency’s strategic goals around service array.
- Develop, implement and manage a mix of stakeholder surveys in support of programmatic needs and requirements, including distribution, collection, analysis, and dissemination of findings
- Support unit’s data integrity and data literacy initiatives
- Supervise directly a small team of Analysts in support of the goals of the Research & Evaluation team
- Represent NYF at internal and external meetings and workgroups as appropriate
- Assist VP and the Chief Strategy & Operations Officer with special projects as needed.
Additional experience and skills:
- Advance statistics, data modeling, predictive analytics
- Research and evaluation methodology design and application/implementation
- Experience working with large data sets, in particular EHRs (e.g. myEvolv, Office Practicum) data or public agencies’ administrative data (e.g. CONNECTIONS)
- Survey design and management as well as other qualitative methods, e.g. focus groups, interviews
- Experience with Geographic Information Systems (GIS) tools and analysis
- Knowledge of social services field or programs – e.g. I/DD, Child Welfare, Mental Health, Juvenile Justice
- Proficiency in BI tools and methods
- Knowledge/experience with data management/integrity best practices
- Two years of direct supervisory experience
- Ability to lead as well as work collaboratively within a project team
- Excellent written, presentation and verbal communication
- Ability to prioritize multiple tasks to ensure meeting project deadlines
Education:
- Master's Degree with 3 years of relevant experience can substitute for a Ph.D.
- Area of study: Public Policy/Administration, Sociology, Management, Statistics, Data Science, Economics or related field

Schedule: M-F 9 am to 5 pm
