About the Program and Position:

Our Transitional Foster Care Program for Unaccompanied Children (UC) overseen by the Office of Refugee Resettlement (ORR), ensures the well-being and safety of unaccompanied children (ages 0-17) who cross the US Southern border without an adult. Unlike traditional congregate care settings, our approach involves placing unaccompanied children in foster homes while diligently searching for and assessing potential sponsors identified in the US. During their stay with us, we provide medical care, Case Management, engaging life skills classes, and essential mental health services.

The Assistant Vice President of Case Management will supervise the Directors of Case Management and Assistant Directors of Case Managers within our NYC region. The Assistant Vice President of Case Management will audit the quality of the Case Management procedures to ensure consistent and high-quality services for all youth.

How you get to use your skills…

  • Provide overarching oversight of Case Management services for UC
  • Coordinate and oversee each youth’s assessment, individual service plan, family reunification, and discharge
  • Train, supervise and lead teams of Directors of Case Management
  • Oversee new hire orientation
  • Submit agency reports as required
  • Track and identify trends
  • Create, implement, and review standard operating procedures (SOPs)
  • Work with directors, assistant directors, and CQI to ensure all services provided to each UC are properly documented in each case file and UC Portal
  • Manage daily operations of the Case Management department
  • Coordinate training and supervision of Case managers
  • Respond to client emergencies during office hours and non-office hours
  • Coordinate and provide guidance during influx intakes and discharges
  • Review and coordinate (in collaboration with AVP of Clinical) transfer requests from other ORR UC programs
  • Coordinate initial intake requirements with clinicians, case managers and other staff as needed
  • Provide weekly supervision to each director of Case Management
  • Provide guidance and consultation on complex cases discussed during weekly staffing meetings with Clinicians, Case Managers, and other ORR staff
  • Collaborate with Assistant Vice President of Clinical Services to track and trend team training needs

Schedule: Exempt

  • Regular hours entail 9:00am - 5:00pm
  • Monday - Friday. Must be flexible to meet program needs
  • Evenings and weekends may be required

Experience and Skills:

Required Experience:

  • Master’s degree in relevant behavioral/social sciences field preferred
  • Bachelor’s degree with three years of supervisory experience required
  • Child welfare experience and professional licensure - strongly preferred
  • Experience in leading, mentoring, and coaching teams
  • Strong communication and organizational skills
  • Bilingual English/Spanish.. All agency documents and records are in English, so English writing proficiency is required. The position itself requires Spanish speaking, writing and reading proficiency
  • Ability to work well with people from many cultures including recent immigrants, non-English speakers, and LGBTQ children
  • NYS Driver’s License preferred
  • Ability to travel to other agency locations

Physical Requirements:

  • Word processing: Including responding to e-mails, composing letters, completing computerized documentation, transcribing minutes for meetings, etc.: This involves sitting at a computer for several hours a day
  • Completing paperwork -Such as copying and stapling
  • Must be able to lift up to 50 pounds
  • Sit/ride in vehicles, busses, subways, trains, planes - public transportation for lengthy periods of time
