About the Opportunity  

The Network Innovation Officer will report to the VP, Network Engineering and Reserve Banks and will work closely with the VP, Network Hybrid Operations/FRFS leader to create strategic plans for the network that is inclusive of the Federal Reserve Banks and satellite offices, cloud infrastructure and connectivity, data centers and colocation facilities, industrial control networks, and various connectivity circuits.     

The Network Innovation Officeris accountable for leading various network product teams through multiple cross-functional projects to identify and implement innovative solutions to business needs.  This position will drive digital transformation to remove human administration by enabling automation and proactive remediation of pending challenges.  Enhancing standards of development and automation practices, the ability to rotate network capabilities without impacting application execution is required.  

What You Will Do: 

  • Provides engineering leadership in network transformation via technologies such as SD-WAN, micro-segmentation, automation, and orchestration. 
  • Refines procedures and documentations to adapt new processes & technologies.  
  • Responsible for budget management including multi-year forecasts. 
  • Ensures 24x7 available infrastructure eliminating downtime through service mobility. 
  • Communicates at multiple levels in the organization to promote strategies and implementation progress across the Federal Reserve System. 
  • Through a strong partnership with Vendor Management and Procurement, negotiate vendor support and services. 
  • Continual awareness of industry and technology advances including process improvements, security, and service opportunities. 
  • Drive out low-value, repetitive work by implementing automated solutions. 
  • Provide technical support for troubleshooting moderate to complex problems on District LAN/WAN, Cloud, and telecom networks. Analyzes and evaluates LAN/WAN hardware computing needs for District users. Participate in the design and implementation of district level networking and telecom projects. 
  • Manage internal and external network trend analysis for maximum performance connectivity between Reserve Banks and external entities.  
  • Ensures the consistent execution of business strategies and the advancement of strategic objectives.  
  • Actively drives a culture of innovation and an environment of learning, which fosters engagement, risk taking and innovation; and will uphold these values in all responsibilities. 
  • Leads management and staff by setting forth a clear vision of functional goals; holds function(s) accountable for the successful execution of objectives. Collaborates in the development and execution of functional objectives and communicates strategic plans, priorities, and values across audiences.  
  • Aligns recruiting efforts, performance management, compensation and reward programs with functional strategic plans, priorities, and values. Anticipates business challenges and opportunities, and proactively creates an environment that is forward looking, and risk oriented.  
  • Ensures effective controls and high levels of compliance across multiple functions.  
  • Ensures customer satisfaction and develops innovative solutions to solve customer needs.  
  • Builds and cultivates strong partnerships with key customers and industry leaders.  
  • Seeks and assumes challenging Bank and/or System leadership assignments and opportunities.  
  • Lead crisis/incident event management incidents as needed.  
  • Provide leadership to manage demands from projects and technology upgrades including recommendations for vendor tools/solutions and alignment of Reserve Bank, Data Center, Colo and Cloud networks.  
  • Ensure that information security and risk management are embedded within the culture requiring continuous improvement to a complex set of functions to coordinate security and compliance risks related to information systems and assets.  
  • Responsible for upgrades, patches as required, and meeting all security & compliance requirements.  
  • Ensure service level targets are met and address all service-level complaints.  
  • Provide subject matter expertise in interactions with partners and customers, program manage collaboration projects externally and internally.  
  • Mentor technical staff and drive programs to improve effectiveness and efficiency.  
  • Mentor, manage and motivate a high-performing team of senior professionals and set clear priorities to achieve department goals and KPIs. 

Qualifications:  

  • Bachelor's degree or relevant work experience 
  • 7+ years of leadership experience preferably in Network engineering and/or operations discipline 
  • Deep knowledge of highly secured hybrid network architectures and implementations 
  • Proven ability to lead transformative large and complex scale network implementations. 
  • Current advanced network technical certification (e.g., CCIE/CCNP, JNCIE/JNCIS), or relevant industry certification a plus. 
  • Network & Infrastructure experience specific to large size organizations (>/=5,000 employees, multi-site). 
  • Proven ability to lead 24x7 operations teams. 
  • Ability to define technical roadmaps.  
  • Broad knowledge of current and emerging technologies and business applications. 
  • Advanced knowledge of network security standards.  
  • Ability to be flexible, decision oriented, and motivated to support management initiatives.  
  • Demonstrate a consultative/collaborative approach to strategic decisions with a particular emphasis on delivery.  
  • Experience or background with automation using Terraform, Ansible and/or Python a plus. 
  • Experience operating in a Product Management/Agile operating model.

  • The hiring range of the position is $190,400 – $261,800 annually.
  • For candidates outside Richmond, VA, listed hiring and salary ranges may be adjusted based on your geographic location.
