    Primary Purpose:
    Provides leadership and management in the administration and evaluation of the overall functions of the child welfare and attendance services, health and prevention services, student discipline and placement, parent engagement activities, student support services and enrollment, athletics, and special education. The Assistant Superintendent of Student Services will provide leadership and vision to coordinate and monitor systems and programs which are designed to ensure a safe and enriching environment in order to support the academic growth of all students.
    The Assistant Superintendent of Student Services is responsible for all aspects of Student Services programs of the district; assures compliance with laws, codes, and regulations related to Student Services, evaluates assigned personnel; performs related works as required.
    Qualifications:
    Education/Certification:
    Master's degree in Educational/School Administration
    Valid Texas teacher and administrator certificate
    Special Knowledge/Skills:
    Knowledge of educational philosophy, law, research, methods and techniques
    Skill in mediation and facilitation of group and/or individual problem resolution
    Skill in leading efforts to effectively design, implement, evaluate, and improve programs and services
    Strong knowledge of technology and its integration in the instructional setting
    Ability to formulate ideas and communicate effectively
    Strong communication, public relations, and interpersonal skills
    Ability to efficiently and effectively interpret data and manage available resources
    Ability to manage budget and personnel
    Experience:
    At least three years successful experience as a classroom teacher
    At least three years successful experience in instructional leadership roles
    Successful experience as campus and/or central office administrator preferred
    Successful experience supervising campus administrators preferred
    Major Responsibilities and Duties:
    Instructional and Program Management
    1. Direct Student Services department to meet students' needs
    2. Plan, implement, and evaluate Student Services programs with teachers and principals, and all stakeholders to ensure programs are effective.
    3. Apply research and data to improve the content, sequence, and outcomes of all aspects of Students services department.
    5. Plan the necessary time, resources, and materials to support accomplishment of education goals.
    6. Ensure that district goals and objectives are developed using collaborative processes and problem-solving techniques when appropriate.
    7. Participate in the district-level decision-making process to establish and review the district's goals and objectives and major classroom instructional programs of the district.
    8. Actively support the efforts of others to achieve district goals and objectives and campus performance objectives (academic excellence indicators).
    9. Obtain and use evaluative findings (including student achievement data) to examine effectiveness of Student service department.
    10. Secure consultants, specialists, and other community resources to assist principals and instructional staff in attaining objectives.
    11. Provide effective staff development activities that incorporate the mission of the district, program evaluation outcomes, and input from teachers and others.
    12. Implement and update policies and procedures for 504, student transfers, student enrollment, discipline, grading guidelines, state compensatory education, and federal funded programs.
    Policy, Reports, and Law
    13. Implement the policies established by federal and state law, State Board of Education rule, and local board policy.
    14. Compile, maintain, and present all physical and computerized reports, records, and other documents required.
    15. Assist the Assistant Superintendent of Assessment, Data, and Accountability in any compliance documentation needed.
    Budget
    16. Administer the Student Services budget and ensure that programs are cost effective and funds are managed prudently.

    18. Compile budgets and cost estimates based on documented program needs.
    Personnel Management
    19. Prepare, review, and revise job descriptions in Student Services department.
    20. Evaluate job performance of employees to ensure effectiveness
    21. Assist with recruitment, selection, and training of personnel and make sound recommendations relative to personnel placement, assignment, retention, discipline, and dismissal. Assist with the implementation of the designated teacher appraisal system.
    Communication
    22. Provide for two-way communication with principals, teachers, staff, parents, and community.
    23. Demonstrate skill in conflict resolution with administrators, parents, teachers, staff, and community.
    24. Monitor professional research and disseminate ideas and information to other professionals.
    Community Relations
    25. Articulate the district's mission, instructional philosophy, and curriculum implementation strategies to the community and solicit its support in realizing district's mission.
    26. Demonstrate awareness of district-community needs and initiate activities to meet those needs.
    27. Demonstrate use of appropriate and effective techniques to encourage community and parent involvement.
    Supervisory Responsibilities
    28. Supervise and evaluate the performance of professional and support staff in the Student Services department.
    29. Supervise and evaluate the performance of the Director of Special Education, Director of Athletics, Director of Career and Technical Education, Director of Fine Arts and the Director of Guidance and Counseling.
    KNOWLEDGE AND ABILITIES:
    KNOWLEDGE OF: Budget Preparation and Control Planning, organization and direction of Student Services, Parent Engagement, health programs, enrollment, safety programs, parent resources hub, discipline and alternative student support programs. Working knowledge of software programs related to Student Services and management of data. Oral and written communication skills. Applicable laws, codes, regulations, policies and procedures. Interpersonal skills using tact, patience and courtesy. Presentation skills.
    ABILITY TO: Plan, organize and administer programs related to Student Services, alternative programs, and enrollment, safety, parent engagement, parent resource hub and discipline. Supervise the performance of assigned personnel. Communicate effectively both orally and in writing. Establish and maintain cooperative and effective working relationship with others. Analyze situations accurately and the ability to adopt an effective course of action. Meet schedules and timelines. Work independently. Prepare comprehensive narrative and statistical reports. Maintain consistent, punctual and regular attendance. Work effective, with parents and community agencies. Expand and develop services to address student needs.
    WORKING CONDITIONS: ENVIRONMENT: Office environment. Constant interruptions. Varied daily interactions with school site administrators.
    PHYSICAL DEMANDS: Dexterity of hands and fingers to operate a computer keyboard. Hearing and speaking to exchange information. Vision to read a variety of materials. Sitting for extended periods of time. Bending at the waist, kneeling or crouching to file materials.
    OVERTIME STATUS: This position is designated Management under the provisions of EERA. This position is designed overtime exempt and senior management under the provisions of the Education Code.
