Job description

The Assistant Superintendent for Teaching and Learning manages and coordinates the curriculum, instruction, assessment, and professional development in the 21 schools, and other programs across the District. This position provides the system oversight, consistency, and vision for a majority of the activities related to Teaching and Learning processes, and facilitates implementation of the District’s mission and goals. Additionally, the incumbent collaborates with each of the other departments/divisions of the District, as appropriate, on matters related to Teaching and Learning, professional development, and program development. Supervises all Curriculum Coordinators. Develops systematic approaches to improving student achievement based on testing and observation; also works with outside agencies to meet all students’ needs. Assists in implementing federal and state mandates such as No Child Left Behind, MCAS, Ed Reform, and others. Acts as a key member of the Superintendent’s Central Administration staff.

Qualifications:

Master’s degree in education, specialization in urban education; Doctorate degree (Ed.D.) in Teaching, Curriculum, and Learning Environments; 10 to 15 years of progressively responsible experience in public school administration and management including curriculum and standards. Preferred experience shall include teaching experience plus five or more years of successful leadership experience at school and/or district level as a Principal, Department Head or Director; or any equivalent combination of education, training and experience which provides the required knowledge, ability and skills.

Massachusetts Driver’s License

Massachusetts Department of Education Licensure as a Superintendent/Assistant Superintendent

Knowledge: Thorough knowledge of the philosophies, principles, practices, and procedures of public-school administration. Practical knowledge of administrative, managerial and supervisory practices and techniques. Thorough knowledge of the organization and current operations of the school district. Thorough knowledge of state and federal curriculum standards/guidelines, for example No Child Left Behind Legislation. Thorough knowledge of the operations of local government including taxation and other sources of revenue. Considerable knowledge of the current literature, trends, and developments in the field of computer operations and instructional technology. Thorough knowledge and skill in seeking grants. Must understand qualitative and quantitative research methodologies, professional development standards, and program implementation processes. Thorough knowledge of curriculum design and implementation for diverse populations and models of curriculum integration/differentiation for all subjects, especially technology in education. Keen understanding of systemic reform/change processes and how to implement it with diverse constituents.

Ability: Ability to record and deliver information, to explain procedures, to follow oral and written instructions. Ability to develop long term goals and objectives. Ability to make administrative decisions in accordance with laws, ordinances, regulations and school system policies and procedures. Ability to organize workflow and coordinate activities. Ability to make oral presentations before large or small audiences. Ability to research data and to compile narratives or reports from information gathered. Ability to exercise considerable tact and courtesy in frequent contact with the public. Ability to establish and maintain effective working relationships as necessitated by work responsibilities.

Skill: Skill in all of the above listed tools and equipment. Excellent planning and organizational skills. Excellent presentation skills. Skill in assisting, developing and supporting staff.

Essential Job Duties and Responsibilities (Not Limited To):

Responsibility: Serves as the District’s leader in curriculum and instruction. Exercises complex independent judgment and initiative in the planning, supervision, and execution of department services to meet the District’s needs. Planning and coordination regularly require responsibility for multiple, concurrent major projects. Coordinates activities/resources of a number of departments/functions, including major research projects.

Supervision Received: Works under the administrative direction of the Superintendent of Schools, independently formulating decisions regarding policies, procedures, operations and department plans, and assuming responsibility for department results.

Supervision Scope: Has supervisory responsibility for approximately 35 employees. Hires staff, provides daily direction, reviews employees’ performance, and counsels and disciplines staff consistent with school policies.

Responsible for strategic planning, pre-K-12, for curriculum, instruction, assessment, and professional development to maintain systemic consistency of curriculum and instruction.

Develops and manages the budget for curriculum and instruction including, textbooks/instructional materials, technology, and professional development, pre-K-12.

Coaches and supervises all curriculum coordinators and support staff through an open door philosophy and regularly schedules individual and group meetings with coordinators, department heads, principals, and focused central staff subcommittees.

Coaches and supervises the Coordinator of English Language Arts who supervises 15 elementary literacy specialists and the Early Childhood Education Coordinator who supervises over 20 early literacy aides. Supervises the Coordinator of Newton School Volunteers.

Oversees the informational technology implementation of the District.

Develops and provides ongoing coordination of District plans for professional development in conjunction with the coordinators and principals. This includes developing a handbook of opportunities, schedules, providing resources and documents, pre-K-12.

Develops/identifies assessment protocols and tools for all subjects. Analyzes, synthesizes and distributes information and data related to MCAS administration and retesting.

Supports the principals and teaching staff in correlating state-mandated testing to daily/annual instruction.

Oversees and develops grants for the consistent implementation of curriculum and instruction district-wide.

Develops professional opportunities for leadership development in an effort to enhance development of administrators. Teaches workshops to support the mission of respect for human differences/culturally responsive teaching.

Facilitates communication and collaboration, both in-house and in the community, regarding the goals, programs, and initiatives related to curriculum and instruction, professional development, assessment, education reform, licensure and teacher and program evaluation.

Provides direction for the improvement of student achievement system-wide; develops, organizes and implements models of technical assistance for schools with lower student achievement.

Conducts special projects as requested; serves as a guest speaker at universities, makes presentations to the community, performs tasks requested by the Superintendent or Assistant Superintendent.

Maintains various records and creates comprehensive reports.

Assumes leadership role in the Superintendent’s Central Administration team; assists with long-range strategic planning; assists with developing system-wide plans, policies, and activities; performs various duties as assigned by the Superintendent.

Supervises and conducts personnel administration duties for direct subordinates, including hiring, evaluating, assigning special duties, monitoring attendance and travel reports, and granting leave.

Attends conferences, seminars and other professional meetings for on-going and updated professional development.

Reads journals, bulletins and other periodicals related to public education. Maintains subscriptions and contacts with collaboratives and other academic community agencies and institutions to keep the District current on issues related to educational reform.

Active as a member in professional organizations in which membership is held.

Performs similar or related work as required.
