Job description

OVERALL OBJECTIVE OF JOB: To assist in the operation of the Human Resources office and to maintain efficient files and records in compliance with Federal, State and County policies, procedures and requirements.

QUALIFICATIONS:

EDUCATION/TRAINING: Bachelor’s degree in Business Management, Human Resources, Personnel Administration or related field preferred.

WORK EXPERIENCE: 2 years working experience in field of personnel administration and payroll. Or, any equivalent combination of acceptable training and experience. Years of experience may be substituted for degree preference.

ESSENTIAL FUNCTIONS OF JOB:

1.Prepare, track and manage all employee leave requests, determining eligibility, reviewing follow up documentation and return to work notices while following all applicable local, state, and federal laws including; but not limited to, Family Medical Leave Act, Workers Compensation, The Americans with Disabilities Act.

2.Reviews and processes reports related to Workers Compensation Claims and verify procedures are in place to enforce safety behaviors. Acts as liaison for County and workers compensation administrator.

3.Completes all unemployment compensation forms and attends all hearings as requested.

4.Processes all personnel transactions for employment life cycle; new hire, change of status, leave of absence, resignations, etc. Maintains accurate records for all transactions.

5.Schedule and process all paperwork related to the recruitment, hiring, and onboarding of new employees.

6.Acts as liaison between department heads, elected officials, and staff members while also assisting with inquiries from internal and external government departments, outside bureaus, agencies and general public, as needed.

7.Respond to and resolve difficult and sensitive inquiries and complaints.

8.Works closely with department heads, elected officials, and staff members to ensure all union contracts are being followed in a correct and timely manner.

9.Assists Director of Human Resources, County Commissioners, and County Administrator in a variety of projects and duties as assigned.

KNOWLEDGE, SKILLS AND ABILITIES REQUIRED:

1.Must be able to speak and understand the English language and to follow oral and written instructions. Must possess good communication and interpersonal skills.

2.Must possess initiative and problem-solving skills.

3.Must possess ability to function independently, have flexibility and the ability to work effectively with employees, department heads, staff and others.

4.Must possess ability to maintain confidentiality in regard to employee and County information and records.

5.Must possess some technical knowledge of operating personal computers and other office equipment.

6.Must possess a valid driver’s license.

7.Must possess the ability to make independent decisions.

8.Must be able to handle a high volume and variety of work to be able to switch from one duty to another.

9.Must possess knowledge of principles and practices of all areas of human resource management within County government.

10.Must possess some knowledge of all applicable Federal, State and County laws affecting employment and employee relations.

WORKING CONDITIONS:

1.Works indoors in adequate office space, lighting, temperature, and ventilation.

2.Works with frequent exposure to noise and stress, but subject to frequent disruptions.

3.Normal indoor exposure to dust/dirt.

4.Travels occasionally to perform job duties, as needed.

PHYSICAL REQUIREMENTS:

1.Must possess ability to record, convey and present information, explain procedures, follow instructions pay close attention to details and concentrate on work.

2.Must be able to sit for long periods throughout the workday, with intermittent periods of standing, walking, bending, twisting, reaching, stooping and grasping as necessary to carry out job duties.

3.Dexterity requirements range from simple to coordinated movements of fingers/hands; feet/legs; torso necessary to carry out job duties.

4.Sedentary work, with occasional lifting/carrying of objects with a maximum weight of thirty-five pounds.

5.Must demonstrate emotional stability.

6.Must be able to cope with the physical and mental stress of the position.

7.Must demonstrate resourcefulness in decision making and problem solving.
