This position is a hybrid work role that is able to be completed remotely but requires in person interaction for meetings with Research and IT staff periodically in the local Austin Metropolitan Area.
Purpose
Under the general direction of the Chief Information Officer, the Assistant Director of Research Technology will be a leader within Dell Medical SchoolInformation Technology, who collaborates closely with the Dell Med Office of Research, Health Transformation Research Institute, and Biomedical Data Science Hub to identify, develop, and ultimately manage the specialized informatics, data, and infrastructure needs associated with the research mission of the Dell Med Research Enterprise. In coordination with Research Domain executive leadership and the CIO, the successful candidate will lead the development, integration, and build-out of the research IT infrastructure (including analytic and data-analysis capabilities) to further the mission of the Research Enterprise. Without limitation, key components of this role include: 1) the development of a learning healthcare system and 2) building the infrastructure, workflows, and processes to promote and support basic, translational, and clinical research at Dell Medical School and UT Health Austin.
Responsibilities
TECHNOLOY VISION/STRATEGY:
  • In conjunction with the CIO, serve as the primary liaison to the Office of Research, Health Transformation Research Institute, and Biomedical Data Science Hub on institutional-level matters regarding technology and infrastructure, specifically including needs associated with clinical trials and clinical research.
  • Develop and continuously refine a research-wide strategy and associated proposals for the use of technology to support the Research Domain's mission.
  • Research and evaluate new and emerging technologies.
  • Collaborate with leadership, faculty, and research teams to identify technologies to support specific research goals.
  • Network with local, regional, and national Research Technology associations.

RESEARCH TECHNOLOGY SUPPORT:
  • Lead the development, integration, and build out of the DMS and UTHA Research Technology infrastructure.
  • Examine and assess feasibility of project/product requirements, timelines, required resources, and measures of success.
  • Consult with DMS departments, Principal Investigators, and research teams in assessing complex technical requirements that meet the needs of Research operations and specific projects
  • Completes work specific to assigned section using appropriate advanced technologies and effective communication skills.

RESOURCE ALLOCATION:
  • Work in collaboration with Dell Med Information Technology Office, Research Domain stakeholders and other key partners to ensure that the Research Technology is deployed as effectively as possible, focusing the shared and dedicated Research Technology resources on the key strategic priorities and initiatives.
  • Work with the Information Technology department to troubleshoot problems and ensure the smooth and efficient operation of devices and systems.
  • Advise on inclusion of Research Technology support costs within research proposals and projects to ensure viability of technology requirements.
  • Contract advising, negotiation and management of software tools in support of the Research Domain.

QUALITY IMPROVEMENT AND COMPLIANCE:
  • Lead process improvement initiatives to optimize IT systems and business/operational workflows for research informatics quality and study performance.
  • Develop and oversee technical control requirements within system security plans for compliance with HIPAA, the Common Rule, and other data regulations, in conjunction with the Office of Research, the Privacy Office, and Compliance Office, as appropriate.
  • Drive the evaluation and active management of all Confidential Data Control Plans for specific research proposals.
  • Other related duties as assigned.

Required Qualifications
Bachelor's degree with major coursework in computer science, math, information systems, or other related field and seven (7) years of progressive responsibilities with a research Information Technology focus. Manages one or more technically complex sections or divisions of Information Resources, utilizing effective management, communication, consulting, and customer service skills. Experience working with research leadership to capture, portray and communicate vision/strategy within a Research Technology domain. Manages and coordinates various complex Research projects and development programs with IT components by ensuring all tasks are completed within established deadlines. Consults with campus departments in assessing complex technical requirements that meet needs of Research and IT operations. Completes work specific to assigned section using appropriate advanced technologies and effective communication skills. Effective oral and written communication skills; strong ability to discuss technical issues with non-technical audiences. Demonstrable ability to manage several projects concurrently, and experience using project management tools. Ability to work efficiently and accurately in a fast-paced environment with minimal guidance. Excellent verbal and written communication skills with proven ability to effectively communicate with all levels of management and respond to research faculty and staff tactfully, clearly, and concisely. Experience with academic medical research technologies, common research processes, and regulatory requirements. Experience establishing and maintaining effective collaborative working relationships with stakeholders, customers, staff, and vendors. Experience managing and prioritizing projects and workloads that range in complexity. Experience developing, implementing, and using processes, metrics, or key performance indicators that ensure high-quality services and user satisfaction. Relevant education and experience may be substituted as appropriate.
Preferred Qualifications
Master's Degree in advanced technology domain, 5+ years of experience in academic research at a large, public, research university. Prior experience working in a research environment and/or knowledge of Research Common Data Models (e.g., OMOP, i2b2, PCORI, ACT). Knowledge of Health IT data standards and terminologies, including but not limited to USCDI, UMLS, LOINC, SNOMED, CDISC, HL7, FHIR and clinical information exchange standards. Familiarity with clinical data warehouses. Experience with REDCap Administration. Experience with 21 CFR Part 11 validation and/or compliance. Familiarity with regulatory compliance and governance of clinical research and HIPAA. Experience with PL SQL, Oracle, MS SQL technology.
Salary Range
$90,000 + depending on qualifications
Working Conditions
