ASSISTANT DIRECTOR-MAINTENANCE SERVICES
Full-Time
SUMMARY: Assists the Director of Maintenance Services in the supervision of the day to day operations of the Maintenance Services Division and its various departments; performs related duties as assigned. Monitors employees in the field and inspects quality and quantity of work.

DUTIES AND RESPONSIBILITIES: (which are not in any hierarchical order)
- Assists the Director of Maintenance Services in Supervising six (6) divisions (Parks, Streets, Motor Pool, Water Distribution, Sewer Collections and Drainage/Storm Water, and Office Personnel) of the Maintenance Services Department, and the Maintenance Services Supervisor.
- Collaborates with the Director in planning, implementation, and assigning work related in the Maintenance Services Department .
- Inspects and takes responsibility for the day to day work performed in all divisions of the Maintenance Services Department.
- Responsible for safety and training of employees.
- Participates and furnishes input in budget preparations in the Maintenance Services Department.
- Collaborates with the Director in developing programs for the Maintenance Services Department including planning short and long term goals.
- Supervises the Motor Pool Operations throughout the City and develops programs for vehicle maintenance and manages the fleet replacement program collaborating with department heads and City management.
- Provides input and assistance with bid specifications and writing of bid specifications for vehicles, equipment and construction projects.
- Collaborates with the Director to develop programs and supervises the construction and maintenance of all streets and alley improvements, paving, curbing, sidewalks and bridges including snow removal.
- Motivates and provides safety and operational training to personnel including maintenance and repair in all divisions of Maintenance Services Department.
- Assists Director in labor negotiations and enforces contract and policy handbook as situations arise.
- Purchases products and services in order to perform maintenance duties throughout divisions.
- Provides good public relations, addresses concerns and offers the best possible customer services to residents and continue to improve the image of the city.
- Coordinates staff to perform maintenance and repairs of the riverfront levee ensuring it meets or exceeds state specifications through regular maintenance and repair.
- Responsible for being on call to handle emergency duties as they arise.
- Acts as contact for Maintenance Services Department in assigning work for City parades, runs and festivals.
- Maintains records of work performed and prepares written and verbal reports.
- Operates city owned vehicle.
- Assists other city departments and performs duties in those departments as assigned.
KNOWLEDGE, SKILLS AND OTHER CHARACTERISTICS:
Knowledge of the various equipment used in the operations of the Maintenance Services Department.
Knowledge of the city's fleet replacement program.
Knowledge of city ordinances, State and Federal laws, city policy manual.
Knowledge of OSHA regulations and safe work practices.
Knowledge of the function of basic hand and power tools.
Knowledge of basic problem-solving techniques.
Knowledge of union contract for AFSCME employees.
Knowledge of public administration, budget planning and control, principles of management and labor and public relations.
Knowledge of storm water practices and procedures, flow patterns, controls and the operation of all treatment equipment in working with the sanity sewers and drainage systems.
Ability to supervise, direct and plan the activities of personnel in the Maintenance Services Department.
Ability to exercise considerable independent judgement and decision making.
Ability to operate city owned vehicle.
Ability to ensure safe work environment.
Ability to direct other employees to ensure quality workmanship.
Ability to read and understand blueprints and city maps.

PHYSICAL REQUIREMENTS AND WORK ENVIRONMENT: There is frequent need to sit, drive; there is need to stand, bend, walk, climb, twist, stoop, talk or hear, use hands to finger, lift up to and over fifty (50) pounds, and perform other similar actions during the course of the workday. Position is subject to work in excess of 40 hours per week, emergency call out, on call duty and working in inclement weather. MINIMUM QUALIFICATIONS: Minimum associate degree from an accredited college or university in construction, engineering, mechanics or related field; minimum of 3 years experience in supervision, two years experience in budget preparation, three years public works construction, three years in water utilities field required; have a Class "C" IEPA Public Water Supply Operators Certificate or able to obtain one within one year. Hold a current Commercial Drivers License (CDL), or any equivalent combination of training and experience which provides the required knowledge, skills and abilities.
The City of East Moline will conduct a comprehensive job specific background investigation on any finalist for this position. Background investigations are conducted by trained investigators within the East Moline Police Department and Human Resources.
