· Coordinates background screening process with other staff members as necessary including scheduling employee exams (physical), reference checking, drug screening, and criminal record background check.
· Conducts exit interviews on all terminating employees.
· Provides answers to County employees regarding personnel policies and procedures.
· Advertises in classified (local paper) and/or other recommended means of advertising (i.e., media, internet job postings).
· Assists with the preparation of the bi-annual federal EEO-4 Report from human resources data base.
· Conducts new hire orientation ensuring all new hire paperwork is completed in a timely and accurate manner.
· Ensures proper training and development of supervisory staff and assist in areas of performance management and policy awareness.
· Assists in the development of employee recognition programs in coordination with Human Resources Director.
· Maintains staffing metrics including turnover, retention, wage, and hours analysis - reports data to Human Resources Director
· Works closely with Human Resources Director to ensure program development and continuous feedback on staffing and disciplinary issues.
· Maintains the ID badge system for all County employees.
· Works with departments to develop and edit job descriptions.
· Answers questions, provides information and guidance to County departments, employees, and elected officials in the absence of the Director.
· Attends meetings, and trainings as required.
· Conducts initial telephone screen interviews, track candidates, and refer select candidates to appropriate department head or supervisor for follow up interviews.
· Serves as backup for other Human Resources employees, including Director.
· Assists in maintaining updated policies and/or manuals and ensure they are in compliance with local, state, and federal employment laws.
· Assists with the preparation of year-end information for new payroll year.
Required Education:
· Bachelor's degree in management, human resources, personnel administration, business administration, public administration, or related field.
· Must have working knowledge of MS Excel, PowerPoint, and Outlook.
Required Experience:
· Five (5) years of progressive experience in training and development, staffing methodologies, and/or related human resource functions.
· Supervisory experience preferred.
Other Requirements:
· Must possess a valid Pennsylvania driver's license and a willingness to travel as needed.
