Who You Are
The Assistant Director manages the day-to-day operations of the Facilities department at Westminster Campus. This position trains and supervises staff, as well as ensures adequate, appealing and safe facilities on the Westminster Campus of Front Range Community College. Assures State owned and leased properties are kept in the highest quality and infrastructure is maintained at a superior level. Assures students and staff at the campus sites are provided with a fully functional and safe educational environment. Establishes guidelines and sets standards for staff. Provides planning, staffing, and supervision of the Facilities Department staff engaged in labor and trades related work. Ensures the labor and trades staff follow industry construction and safety standards while providing excellent customer service.
This position is classified as a critical position at the college, as such, the Assistant Director of Facilities can be expected to work and/or remain at their work site in delayed start, early release, or closure situations.
Please note: This is an on-campus position. You need to be a Colorado resident on your first day of employment.
SALARY: $60,475 - $63,498/annually

Primary Duties
Supervision:
Supervise the day-to-day work activities of the facilities staff engaged in labor and trades activities to meet the 24/7 operational demand. Duties include:
  • Hire team members and manage their work load.
  • Manage the work load of the department and make adjustments with day-to-day tasks as needed. Provide feedback and make suggestions regarding process improvement as needed, to ensure work is being completed in an efficient and timely manner.
  • Provide performance management of team and ensure the various components of performance management are completed in a timely manner. Examples include: ensuring all steps of the performance management process are completed; providing regular feedback regarding performance in a timely manner; providing appropriate training and follow-up for team members as need.
  • Provide training to facilities staff on appropriate methodology for operating various building systems. Examples include: the Building Automation System (BAS), HVAC, high voltage electrical distribution, domestic water, sprinklers systems, fire alarm systems, low voltage systems, and lighting control systems, etc.
  • Supervise emergency situations and ensure proper steps are taken to ensure campus operations continue as appropriate. Examples include: ensuring snow removal happens in a timely fashion; emergencies due to broken pipes are handled in an appropriate and timely manner.
Project Management:
Work with the Director of Facilities, Contractors, & Vendors during construction or maintenance of campus buildings and grounds. This includes:
  • Provide direction and input for written proposals and bid documents.
  • Participate in the selection process for architects, engineers, consultants, and contractors for maintenance and construction projects.
  • Develop cost and time estimates for remodeling and repair projects.
  • Serve as a resource for the Director of Facilities or Facilities Planning and Management Department.
  • Ensure remodel projects are set-up according to blueprints and follow-up as needed.
  • Create construction documents and create layout of remodel projects.
  • Organize and create AutoCAD files for facilities construction documents; update as buildings or areas are remodeled.
Maintenance Operations:
Perform day-to-day operational tasks, helping to ensure the Westminster Campus remains operational for all students and staff. This includes:
  • Work with the Director of Facilities to develop, implement, and evaluate department goals, objectives, guidelines and procedures to ensure they align with the needs of the Campus.
  • Train and educate the facilities staff on departmental procedures in accordance with college strategic plans and State processes.
  • Operate the BAS and train staff on energy performance methods and procedures. Create reports to ensure energy performance measures are obtained.
  • Operate Central Plant Mechanical system to include: 450 Ton Centrifugal Chillers, 8 Mil BTU boilers and 13,200v electrical system and 13,200v motor control system. Respond to BAS alarms 24/7 and monitor the system remotely afterhours as needed.
  • Maintain facilities operations after normal business hours and holidays and respond to emergencies.
  • Plan for building systems monitoring during extreme weather conditions or inclement weather events.
  • Coordinate disaster response and continuation of operations services.
  • Responsible for emergency response and business continuity planning and preparedness.
  • Assist and educate staff members on the appropriate procedures for handling and disposing of hazardous materials. Ensure staff are properly trained and certified as needed. Establish, manage, develop, and assist each site hazardous spill team. Establish hazardous spill response for each site. Provide training for all of the team members, including monthly and annual required safety trainings.
Department Office Operations:
Perform day to day department management tasks, helping ensure paper work, permits, and reports, are collected promptly and filed appropriately. Monitor and update processes to ensure department efficiency. Create and update maintenance schedules as needed. This includes:
  • Systematize department procedures and track project planning and approval processes.
  • Utilize work order and preventative maintenance data and reports to track time on task information to ensure operational efficiency.
  • Systematize grounds maintenance activities and ensure compliance with MS4 storm water permit criteria.
  • Prevent pollution through waste minimization by facilitating the recycling of obsolete and surplus materials.
  • Work with department Administrative Assistant to maintain a computer database of chemicals to provide an inventory available for teaching and research activities, data for community right-to-know reports, and information about compliance with building and fire codes.
  • Develop, update, and monitor computerized Global Harmonization System-GHS.
  • Develop, and maintain files, forms and computer data bases for facilities documents.
  • Identify asbestos-containing material and maintain an accurate asbestos location map for each building. Facilitate proper disposal of asbestos waste and assure compliance with all Federal, State, and Local statutes and laws. May perform abatements under Appendix B of the asbestos regulation (approximately 9 square foot area).
Create reports and provide data for task completion and staffing analysis. Perform internal safety audits to identify potential risks and conduct annual facilities inspections.
Required Competencies
  • Trades Skills (HVAC, Pipes, & Electrical): Supervise the day-to-day work activities of the facilities, ensuring proper completion of work.
  • Supervision: Supervise a team with diverse backgrounds, including creating efficient and realistic workloads. Conduct performance management.
  • Leadership: Provide training and feedback to the team. Monitor and update department processes and recommendations to senior staff when appropriate. Provide input and direction regarding bid documents and project direction. Understand facility maintenance operations and best practices.
  • Accessibility and Universal Design: Ensure that facilities are accessible to all, including individuals with disabilities. Promote universal design principles in facility planning and upgrades.
  • Cultural Sensitivity: Be aware of cultural needs and preferences when planning and managing facilities. Foster a culturally sensitive environment for facility users.
  • Collaboration: Partner with College staff to help ensure the campus continues to be safe, functional and aesthetically-pleasing. Partner with the Director of Facilities to ensure department is functioning as needed.
  • Project Management: Develop cost and time documents. Work with Facilities leadership on project coordination.
  • Communication: Keep team and campus staff informed of projects and changes to project completion schedule. Train college staff on the proper storage and disposal of chemicals. Communicate with Campus Security regarding emergencies.
  • Critical Thinking: Create daily work schedules for team members. Manage and make mechanical repairs on Campus. Develop project cost and time documents. Read blue prints and create layout for remodel projects. Supervise a diverse team.
  • Budget Management: Develop and manage budgets for facility operations and projects. Monitor expenses and recommend cost-saving measures.

Qualifications
Required Education/Training & Work Experience:
  • Five years' experience in the following trades, including 2 years of supervision experience. Combined experience counts towards the total years.
    • Facilities or Property Management
    • Structural Trades
    • HVAC Trades
    • Plumbing Trades
    • Grounds Maintenance Trades
    • Facilities Maintenance Trades
OR
  • Associate degree and two years of increasingly responsible professional experience in facilities operations and management. To include demonstrated experience with: Working in construction, building and grounds maintenance, Project management. Demonstrated experience supervising a diverse staff engaged in labor and trades.
AND
  • Experience with commercial building systems.
  • Knowledge/ability to operate standard office equipment.
  • Knowledge/ability to safely operate hand and power tools.
  • Reasoning ability to include complex decision making, strategic planning and vision.
  • Working knowledge of construction practices and project management.
  • Extensive knowledge of mechanical, electrical, HVAC, and structural fields.

FRCC employees contribute to , which provides retirement and other benefits to employees of more than 500 government agencies and public entities in the state of Colorado. PERA is the 21st largest public pension plan in the United States and is a substitute for Social Security; FRCC employees do not contribute to Social Security. PERA eligible employees are required to contribute a fixed percentage of their salary to the pension. Student employees are not eligible to participate in PERA.
