The Assistant Director is expected to plan, direct, and manage assigned operations in a manner that will meet the goals and objectives established by the Bureau Director. The Assistant Director provides day-to-day technical and administrative leadership and works with the Bureau Director to continuously improve the Department of General Services Bureau of Capital Programs Construction.
Construction portfolio consists of projects located within other Commonwealth Agency facilities such as Department of Corrections (Correctional Institutions), Department of Human Services (State Hospital and Center Facilities), Pennsylvania State System of Higher Education (Universities), Department of Military & Veterans Affairs (Readiness Center and Veterans' Hospital), Department of Conservation and Natural Resources (Flood Control, State Parks), and Pennsylvania Department of Transportation (Headquarter Building).
This is managerial work assisting in the direction of the Bureau of Capital Programs Construction in the Department of General Services (DGS).
The employee in this job serves as the Assistant Director of the Bureau of Capital Programs Construction and a principle advisor on capital-funded construction projects. Work involves managing, through Construction Regional Directors, DGS, statewide capital-funded construction projects on all phases of building construction and renovation with in-house staff and outside contractors and professionals. Work includes responsibility for managing the bureau's budget; policy and procedure development and implementation; and the on-going review, timely scheduling, and completion of commonwealth capital-funded building construction projects under DGS' jurisdiction. The employee in this job is also responsible for ensuring compliance with applicable laws, codes, and regulations; that timeframes are adhered to; issues are resolved; and adherence to project design specifications and budget. Supervision is exercised over Construction Regional Directors, and technical and administrative staff. Work is performed under the general supervision of the Director of Capital Programs Construction. Work is reviewed for customer satisfaction and attainment of overall objectives through continuing evaluations of a performance matrix, program effectiveness, and results achieved.
Work Schedule and Additional Information:
- Full-time employment.
- Work hours are 7:00 am to 3:30 pm, Monday - Friday, with 60-minute lunch.
- Position is home-headquartered; daily travel is required.

QUALIFICATIONS
Minimum Experience and Training Requirements:
- Seven years of professional experience in the construction and renovation of a wide variety of large commercial or institutional buildings and related construction projects, including five years in a supervisory capacity; or
- An equivalent combination of experience and training including five years in a supervisory capacity.
Necessary Special Requirement:
- This position requires possession and maintenance of a valid Class C non-commercial Pennsylvania Class C driver's license or equivalent.
Additional Requirements:
- You must be able to perform essential job functions.
Preferred Qualifications:
- Experience managing a project management staff focused on the construction of building renovations and new construction projects involving multi-prime contracts and CPM schedule.
- Experience participating in design review and constructability reviews of renovations and new construction.
- Experience in design build bid projects.
- Knowledge and experience using Project Management Information Systems (PMIS) such as e-Builder to manage building construction projects.
- Experience writing, generating correspondence to contractors, design professionals and/or clients regarding project issues, conditions, or potential action.
- Experience in contract interpretation, contract disputes, and the resulting resolution or settlement agreements.
- Vocational/Post High school education in an Architecture, Engineering, Construction or other related discipline.
- Experience with Microsoft Office Suite and/or Construction Management Software.
