Health- Human Resources Specialist
Distinguishing Features of the Position (Summary)
Performs complex work in human resources support of Public Health Department. Duties include receiving documents; entering data into automated systems, verifying data and processing transactions. Positions in this class perform routine administrative support and identify needed corrective actions to resolve discrepancies; answer questions; and maintain documents and records.
Essential Functions
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Performs professional, technical and administrative work to support the personnel functions of the Department of Public Health; assists Payroll Specialist in developing and establishing internal personnel department policies and procedures.
Maintains accurate and updated personnel files, processes new employees and conducts exit interview; serves as liaison with the Cameron County Human Resources Office and Payroll Office.
Prepares and coordinates employee's separations with the County's Human Resources and Payroll Departments; maintains the Department's Salary Schedules and conducts periodic reviews for all budgets.
Performs routine tasks which follow well established procedures; assists and advises Program Directors and supervisors about human resources issues; creates job descriptions and prepares transfers of employees as needed and requested.
Sets up job postings for all Cameron County Department of Public Health Services programs; screens candidates to ensure they meet program hiring standards; prepares personnel files for new employees and updates personnel files for current employees.
Processes new hires and submits paperwork to the Cameron County Human Resources office; prepares and coordinates employee's separations with the County's Human Resources and Payroll Departments.
Provides and participates in department orientation to Program Directors to assist in any required changes to Orientation/Training Manual for CCPH; maintains historical Human Resources records by designing a filing and retrieval system; keeping past and current records.
Provides assistance and information to employees, managers, vendors, citizens, local businesses, and/or and other interested parties regarding assigned human resources functions; serves as liaison between supervisors, vendors, and other departments in regards to department policies and activities. Explains policies and procedures.
Prepares various department documents requiring knowledge of department policies, programs, and procedures and which may involve researching, compiling, analyzing, retrieving and/or summarizing data.

Minimum Qualifications
High School Diploma or GED; supplemented by four (4) years of experience performing human resources and/or administrative support work; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Physical Ability: Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or work station.
Sensory Requirements: Some tasks require the ability to perceive and discriminate sounds and visual cues or signals. Some tasks require the ability to communicate orally.
Environmental Factors: Essential functions are regularly performed without exposure to adverse environmental conditions.
This position is subject to a six (6) month probationary period prior to Civil Service eligibility; Must submit to a Civil Service clerical exam.
