Departmental Overview
The Office of Risk Services is responsible for developing, implementing, and monitoring risk management for the campus, identifying and developing strategies to minimize the impact of risk, reducing costs and improving safety by executing new ideas and strategic plans in a rapid manner. By strategically managing risk we can reduce the chances of loss, reputational damage, operational disruptions, create greater financial stability and protect the campus's resources in support of UC's mission.
Under the guidance of the Campus Risk Manager, the Assistant Campus Risk Manager (ACRM) will lead a broad range of efforts in connection with protecting the institution from loss. The ACRM will develop and coordinate activities and programs that are designed to promote accountability, identify and minimize risk of all types, and strengthen the effectiveness and efficiency of controls.

Responsibilities
Office Management

  • Oversee the workflow of all Risk Services ERM Analysts to ensure office productivity and standards are met.
  • Assign response to telephone calls and emails from departments and clients to relevant ERM staff.
  • Reporting office progress to Risk Manager to develop a plan to improve office operations and procedures.
  • Maintains underwriting data, prepares specifications for broker or underwriter bids, evaluates bids, and recommends or concludes insurance contracts.
  • Designs, develops, and presents training presentations to clients.
Claims Management
  • Oversee the day-to-day handling of the campus Property and Auto and self-insurance programs and review of Third-Party Administrator's (TPA) handling of claims for accuracy and completeness.
  • Review close out of claims and approved Statements of loss authorizing payment.
  • Develops, implements, and administers risk management insured and self-insured programs and operations with respect to insurance claims administration, contracts, and loss prevention.
  • Implements and monitors control strategies and programs involving claim payments.
  • Assesses deductibles, pursues subrogation opportunities, and recommends cost allocation strategies to improve program effectiveness.
  • Prepares specifications for broker or underwriter bids, evaluates bids, and recommends or concludes insurance contracts.
Litigation Coordination
  • Responsible for providing research into loss history of General Liability litigated claims and oversight of document collection activities on behalf of outside hired counsel.
  • Liaise with Office of General Counsel, campus counsel, Office of the President-Risk Services, Third Party Administrator, and campus units to assure that the defense of lawsuits against the campus is handled and resolved properly.
  • Serves as the client representative when appearing in court for matters such as mediations, arbitration, and other legal proceedings filed against the campus.
  • In consultation with campus counsel, issues litigation hold notices when a lawsuit becomes active.
  • Makes recommendations to delegated campus authorities regarding settlement or defense of lawsuits.
Risk Assessment
  • Advises the campus on the appropriate response to a range of complex operational risks (physical, financial, legal, reputational, etc.). Interprets risk management policies and procedures for departments and administration.
  • Interpretation of applicable CA penal codes, and various other State, Federal and local policies, laws and regulations with clear communication of any additions/changes/updates to departments.
  • FEMA catastrophe documentation coordinator for the campus and a member of the campus Emergency Operations Center (EOC) when a State or Federal disaster has been declared. Accountable for ensuring the proper and efficient gathering of documentation for record keeping, Federal Auditing and recovery purposes from declaration of state of emergency to funding approval.
  • Field questions regarding University travel insurance program and gather vital information for emergencies.
  • Provide special event risk assessments for departments, students and third parties.
  • Performs complex accounting and risk finance related to the monitoring of risk control strategies and programs. Implements risk control programs and strategies to prevent losses and reduce insurance premiums.
  • Provides training via web materials and classes.
  • Conduct control gap analysis.
Contract Review
  • Analyzes complex loss areas in campus contract/agreements. Interprets insurance and indemnification provisions for contracts, agreements, leases, etc. to ensure the organization is adequately protected.
Serves on campus and system-wide committees and participates in activities that enhance the campus community and support the University mission. Attends classes, seminars, and conferences that enhance expertise and handles other duties as assigned.
Required Qualifications
  • Advanced knowledge in the following areas: risk management; insurance; forecasting and analysis; accounting; litigation; contracts.
  • Ability to interpret and communicate organizational processes and procedures and organizational rules and regulations.
  • Advanced interpersonal skills, customer service orientation, active listening skills, critical thinking, and effective team leadership skills.
  • Demonstrated ability to effectively present complex risk findings and make recommendations verbally and in writing.
  • Advanced ability to develop course materials and deliver content effectively to diverse populations.
  • Bachelor's degree in related area and/or equivalent experience/training.
Salary & Benefits
This is a 100% full-time (40 hrs a week) exempt career position, which is paid monthly and eligible for UC Benefits.

Under California law, the University of California, Berkeley is required to provide a reasonable estimate of the compensation range for this role and should not offer a salary outside of the range posted in this job announcement. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, analysis of internal equity, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience.
The budgeted salary or hourly range that the University reasonably expects to pay for this position is $95,300.00 - $120,000.00.
